Who should I complain about the frequent burst of water pipes in residential areas?

Legal analysis: Water pipes in residential areas often burst, so you can complain to water supply units and property service enterprises. (1) Water supply units shall be responsible for the maintenance and conservation of water supply pipelines and facilities according to law. (2) The owners' committee and the property management company sign an effective property service contract, and the rights and obligations of both parties shall be fulfilled in accordance with the contract. The owner or the actual user of the property has the obligation to pay the property management fee, and the property service company has the obligation to provide relevant services as agreed. The maintenance and renewal of water pipes and pipelines shall be undertaken by the property management company if they fall within the scope of property services.

Legal basis: Article 51 of the Regulations on Property Management, water supply, power supply, gas supply, heating, communication, cable television and other units are responsible for the maintenance and conservation of relevant pipelines, facilities and equipment within the property management area according to law.
