The problems related to development and delivery in the rectification contents of the Plan mainly include: starting construction and sales without obtaining land and planning permission, or exceeding the planned construction, which makes it difficult for buyers to apply for property certificates; Problems in real estate development and construction, such as failing to set up a special account for the supervision of pre-sale funds of commercial housing as required, and not all the purchase money has entered the special account for supervision. Failing to deliver the house on schedule as agreed in the house sales contract; When the commercial house is delivered for use, it fails to provide the Buyer with the "Residential Quality Guarantee" and "Residential Instruction Manual" as required; The quality, equipment and decoration of the house actually delivered are seriously inconsistent with the purchase contract, advertisement and model house, and there are quality problems such as leakage and cracks in the house, so the owner is not actively helped to solve the problems in the delivery of commercial housing.

In terms of housing transactions, the rectification contents stipulated in the plan include: the real estate development enterprise failed to obtain the pre-sale permit of commercial housing or failed to meet the conditions for the sale of commercial housing, and charged the purchaser the down payment, pre-sale payment, "tea fee" and other expenses in disguise; property hoarding, hoarding housing, disguised price increase, bundled sales of parking spaces and storage rooms, and commercial housing operators failed to publicize the property service contents, service standards, charging basis and charging standards at the same time.

For property services, the rectification contents of the "Proposal" include: the development and construction unit failed to select the early property service enterprises through bidding; The realty service enterprise misappropriates the special maintenance funds for the residence, fails to go through the property acceptance formalities, changes the use of the property management house without authorization, uses the property parts without authorization, or * * * uses the facilities and equipment to operate and encroach on the income; The realty service enterprise fails to publicize the charging items, charging standards, charging methods, telephone complaints, public parking fees and other paid services according to the regulations; Charging fees beyond the standard of charging items agreed in the contract or publicized; After the property service contract is dissolved or terminated according to law, it refuses to withdraw from the property service project and other illegal acts without justifiable reasons.
