Before the construction of the community, the urban planning department should control the planning of the community construction, further improve the infrastructure construction, pay special attention to the planning of office buildings and business buildings, and clearly point out that the ultimate property rights of office buildings and business buildings belong to all owners of the community (the construction costs of office buildings and business buildings are shared among the housing costs purchased by the owners). According to the "Property Management Regulations", the income from operating houses is used for infrastructure construction and property management in residential areas, which is the main way to reduce fees and reduce financial burden.
