The Ministry of Housing and Urban-Rural Development has decided to implement two new regulations from 202 1: the first is the "height limit order" for residential buildings. On April 27, 2020, the Ministry of Housing and Urban-Rural Development issued new regulations, clarifying that in principle, "skyscrapers" (buildings exceeding 500 meters) should not be built in the future, and buildings exceeding 250 meters should also be strictly restricted; Small and medium-sized cities strictly limit super high-rise residential buildings (30 floors); The county is mainly multi-storey.
Among them, on March 29 this year, the Ministry of Housing and Urban-Rural Development issued a document for public comments, mainly including three points:
1, the new residential buildings in the county are mainly 6 floors, and the proportion of residential buildings with 6 floors and below should be no less than 75%;
2, the height of residential buildings in the county should match the fire rescue ability;
3. In principle, it is not allowed to build buildings with more than 18 floors in the county. If it is really necessary to build, it should be strictly demonstrated.
The second new regulation is: At the end of 2020, in the annual summary report of the Ministry of Housing and Urban-Rural Development, Minister of Housing and Urban-Rural Development Wang solemnly announced that from 20021,the old urban residential areas will be completely transformed-in the next five years, the170,000 old residential areas built before 2000 will be basically transformed, improved and upgraded.
The full name of the Ministry of Housing and Urban-Rural Development is the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and its responsibilities are as follows:
(a) to undertake the housing responsibility of urban low-income families. Formulate policies related to housing security and guide their implementation. To formulate plans and policies for low-rent housing, arrange funds for low-rent housing from the central government in conjunction with relevant departments, and supervise the implementation of local organizations. Prepare housing security development plans and annual plans and supervise their implementation.
(two) to undertake the responsibility of promoting the reform of the housing system. Formulate housing policies suitable for national conditions, guide housing construction and housing system reform, formulate national housing construction plan and guide its implementation, and study and put forward policy suggestions on major issues of housing and urban and rural construction.
(three) to assume the responsibility of standardizing the management order of housing and urban and rural construction. Draft laws and regulations on housing and urban and rural construction, and formulate departmental regulations. Organize the preparation and implementation of urban and rural planning according to law, formulate urban and rural planning policies, regulations and rules, organize the preparation of national urban system planning in conjunction with relevant departments, be responsible for the review, approval and implementation supervision of overall urban planning and provincial urban system planning assigned by the State Council, participate in the review of the outline of overall land use planning, and formulate scientific and technological development planning and economic policies for housing and urban and rural construction.
(four) to undertake the responsibility of establishing a scientific and standardized system of engineering construction standards. Organize the formulation of national standards in the implementation stage of engineering construction, formulate and publish national unified engineering construction quotas and industry standards, formulate feasibility study and evaluation methods, economic parameters, construction standards and engineering cost management system of construction projects, formulate construction standards for public service facilities (excluding communication facilities) and supervise their implementation, guide and supervise the implementation of various engineering construction standard quotas and engineering cost valuation, and organize the release of engineering cost information.
(five) to regulate the order of the real estate market and supervise and manage the real estate market. Work with or cooperate with relevant departments to formulate real estate market supervision policies and supervise their implementation, guide the paid transfer and development and utilization of urban land use rights, put forward industry development plans and industrial policies for the real estate industry, formulate rules and regulations on real estate development, housing ownership management, housing leasing, housing area management, real estate appraisal and brokerage management, property management, housing expropriation and demolition, and supervise their implementation.
(VI) To study and formulate policies and plans for urban construction and guide their implementation, to guide the construction of municipal public facilities, safety and emergency management, to formulate plans and policies for the development of national scenic spots and guide their implementation, to be responsible for the examination and approval, supervision and management of national scenic spots, to organize the examination and approval of the declaration of world natural heritage, to examine and approve the declaration of world natural and cultural double heritage in conjunction with cultural relics and other relevant departments, and to be responsible for the protection, supervision and management of historical and cultural cities (towns and villages) in conjunction with the competent departments of cultural relics.
(seven) to assume the responsibility of standardizing the construction of villages and towns and guiding the construction of villages and towns throughout the country. Formulate policies for the construction of villages and small towns and guide their implementation, guide the preparation of village planning, rural housing construction and the safety renovation of dangerous houses, guide the improvement of human settlements in small towns and villages, and guide the construction of key towns across the country.
(eight) to undertake the responsibility of quality and safety supervision of construction projects. To formulate policies, rules and regulations for the record of construction project quality, construction safety production and completion acceptance, supervise their implementation, organize or participate in the investigation and handling of major quality and safety accidents, formulate technical policies for the construction industry and engineering survey and design consulting industry, and guide their implementation.
(ten) to undertake the responsibility of promoting building energy conservation and urban emission reduction. In conjunction with relevant departments, formulate policies, plans and supervise the implementation of building energy conservation, organize the implementation of major building energy conservation projects, and promote urban emission reduction.
(eleven) responsible for the supervision and management of housing provident fund, to ensure the effective use and safety of provident fund. In conjunction with relevant departments, formulate housing provident fund policies, development plans and organize their implementation, formulate housing provident fund deposit, use, management and supervision systems, supervise the management, use and safety of housing provident fund and other housing funds nationwide, and manage the housing provident fund information system.
(twelve) to carry out international exchanges and cooperation in housing and urban and rural construction.
(thirteen) to undertake other tasks assigned by the State Council.

Article 60 Anyone who obtains the land use right by means of transfer or allocation shall apply to the land administration department of the local people's government at or above the county level for registration. After verification by the land administration department of the local people's government at or above the county level, the land use right certificate shall be issued by the people's government at the same level.
If a house is built on the land for real estate development obtained according to law, it shall apply to the real estate management department of the local people's government at or above the county level for registration with the certificate of land use right, and the real estate management department of the local people's government at or above the county level shall verify and issue the certificate of ownership of the house. When real estate is transferred or changed, it shall apply to the real estate management department of the local people's government at or above the county level for registration of change of real estate, and apply to the land management department of the people's government at the same level for registration of change of land use right on the basis of the changed house ownership certificate. After verification by the land administration department of the people's government at the same level, the land use right certificate shall be replaced or changed by the people's government at the same level. If it is otherwise provided by law, it shall be handled in accordance with the provisions of relevant laws.
