Xi is a famous historical city. Since the reform and opening up, great changes have taken place in urban construction. In order to make Xi more beautiful, as a citizen of Xi, I would like to make the following suggestions:

First, develop the shallow water surface in the urban-rural fringe according to local conditions, build artificial lakes, form a certain area of water around the city, and match it with green belts and forest belts, so that Xi 'an has a beautiful exterior with clear water, full of green and flowers and trees. This is one of the important signs of a city's construction to a higher level, a higher level and a higher level.

The preliminary planning is a unified planning with the rivers around the city, such as Bahe River, Jinghe River, Weihe River and the northern edge of Qinling Mountain, and at the same time reflects the era of modernization and ecological construction. Considering the shortage of water resources in Xi, the following three suggestions can be taken in the specific operation:

One is to stop floods and store water, and turn harm into benefit. Build rubber dams in various river sections, open control valves on the river as needed, and introduce some floods into artificial lakes, or make the stored water enter the phreatic layer to replenish groundwater. The second is to store river water at ordinary times, and every little makes a mickle. According to the terrain, it is planned to build a stepped shallow water dam area from top to bottom in the river. After the last shallow dam is full, it will overflow to the next shallow dam area, so that the whole river will be exposed to the water, and then combined with the greening on both sides, a green water plant landscape will be formed. Third, the use of groundwater, Weiyang Lake and Zhangbagou can be recycled. Especially in the southern bank of Weihe River in the northern suburb, there are many wetlands, which provide favorable conditions for the development of groundwater. You can also refer to the method of Yangling Water Sports Center and engage in some water participation projects. People who walk into Xi 'an, get off the plane and walk on the road, they can feel a kind of water town atmosphere.

Specific operations, you can invite some experts and scholars, responsible for overall planning, organized and implemented by the county. At the same time, because of its large area and large engineering quantity, it is particularly important to solve the problem of farmers' worries and shortage of funds. The solution is: 1, taking shallow artificial lake construction as the key project of urban construction and organizing investment attraction. In terms of social and economic benefits, doing this work well is lower than building more factories and high-rise buildings, but it has a leading impact on improving the investment environment and improving the status and role of the city. 2. Initiating large and medium-sized enterprises, units directly under the central government and private enterprises to invest, as long as the policy allows and gives necessary preferential treatment, will inevitably attract a new round of investment fever and produce good economic and social benefits. 3. Mobilize the villagers to operate by themselves and jointly, and after the completion, they can also vigorously develop aquaculture.

In this process, we should conscientiously sum up and draw lessons from successful experiences, such as developing groundwater in Weiyang Lake to build lakes, Yangling Water Sports Center, and building dams on the south side of the river bridge to store water to build lakes. Draw lessons from the construction of Xi moat formed in history. Xi 'an moat was originally adapted to the needs of war, so the river surface was wider, the river bottom was narrower and the river bed was deeper. In the past few years, in order to restore its original appearance, the municipal government of Xi has taken various measures, including mobilizing their troops to carry out a huge dredging project. However, from the perspective of protecting ancient buildings and shaping modern cities, the moat should maintain its original width and the riverbed should be changed to be lower, which is conducive to the rise of the river surface, increasing the scenery of the park around the city and developing tourism. Then, in this process, we can take the easy way first and then the difficult way, organize the implementation in different projects and sub-regions, adhere to the principle of adapting to local conditions, and organize the implementation of the plan.

The second is to establish artificial rainfall facilities in urban areas, focusing on main streets in units and residential areas. At the top of some high-rise buildings, the existing water supply system is used, and some lawn sprinklers are used instead of sprinklers to purify the air. The plan is organized and implemented in the main streets first, and then gradually promoted. The implementation of this project is mainly to transform the original water supply system of the building, without any cutting-edge technology and a lot of capital investment, but it has a unique social effect.

Third, gradually expand urban lawns, sidewalks and open spaces. Take the West Annan Second Ring Road as a model and plan carefully; All units should set aside open space in the streets and lanes to increase urban space, and conditionally build artificial lakes, fountains and green belts in the courtyards facing the street; All the existing park walls are converted into fences to increase the sense of perspective, and park roads are formed around them, making them the main part of urban open areas; Within the Ming city wall, it is necessary to dismantle the old city wall and dangerous buildings that affect the city appearance, set up more pedestrian streets, and protect and restore ancient buildings as much as possible.

Four, broaden the city's east, west, south and north four major import and export. The problem now is that the main exits from east to west are not smooth enough, especially the entrances and exits of Xitong Expressway are narrow and shabby. As the image window of Xi, we should make up our minds to transform, broaden and green it to show the spirit of a metropolis.

Five, strengthen the comprehensive quality education of citizens. In order to make the social order, traffic order, work order, city appearance and environmental sanitation of Xi undergo brand-new changes, we must improve the comprehensive quality of urban citizens in various ways and build a civilized and harmonious modern city.

In a word, the above suggestions are in line with the ideological strategy of developing the western region and recreating the beautiful northwest. If these measures are really realized, the investment environment will be greatly improved and enhanced, which will have a far-reaching impact and a positive role in promoting the strategy of strengthening the city in the west. At the same time, these suggestions are some ideas of urban construction, and there are inevitably some shortcomings.
