Safety management scheme of secondary water supply for residential buildings in Lanzhou city

In order to further strengthen the safety management of secondary water supply for residential buildings in this city, ensure the safety of residents' water use and improve the quality of residents' drinking water, this scheme is formulated.

I. General requirements

The safety management of secondary water supply in residential buildings adheres to the concept of "people-oriented", implements the guiding ideology of "prevention first, strengthening supervision, unified command, grading responsibility, relying on actual responsibility and ensuring safety", and strengthens the supervision and law enforcement of secondary water supply units in residential buildings according to the Measures for the Supervision and Administration of Drinking Water Hygiene and the Measures for the Supervision and Administration of Drinking Water Hygiene in Lanzhou City, and strictly implements the hygiene license system of secondary water supply units to ensure all water supply units. Strengthen the awareness of law-abiding management of secondary water supply units, effectively prevent drinking water hygiene and safety incidents, and ensure the safety of drinking water for residents.

Second, the work content

(a) the implementation of secondary water supply for residential buildings, water supply units must obtain health permits, and establish and improve the health supervision files.

(2) The health department checks the secondary water quality of residential buildings and courtyard properties to ensure that the water quality conforms to the national Hygienic Standard for Drinking Water (GB5749-2006).

(three) the existing secondary water supply facilities do not meet the health requirements and can not be transformed in the short term, it is necessary to strengthen health management, strengthen supervision and monitoring, and appropriately increase the monitoring frequency to ensure the safety of drinking water.

(four) the secondary water supply units of residential buildings and courtyards should establish and improve the cleaning and disinfection system, and clean the water supply equipment in time according to the regulations.

(5) Residential secondary water supply units should establish and improve the emergency plan for public health emergencies such as drinking water pollution accidents, implement the duty, reporting and emergency control mechanism for drinking water pollution accidents, and form an effective emergency rescue mechanism in accordance with the requirements of the Notice of the General Office of the Municipal Government on Printing and Distributing the Emergency Plan for Water Supply Emergencies in Lanzhou City (No.2014).

(six) report to the municipal health supervision department every six months on the health supervision of the secondary water supply in the territory. All counties and districts should establish and improve health permits and health supervision files.

(7) Strict hygiene licensing system. The secondary water supply unit of residential building property must obtain the health permit issued by the local health administrative department before water supply; Water supply management units must entrust professional cleaning units to clean and disinfect water supply facilities and equipment; Units directly engaged in the cleaning and disinfection of secondary water supply facilities must register with the municipal health supervision department; Personnel directly engaged in water supply (pipe) work and personnel engaged in cleaning and disinfection of secondary water supply must have a health examination once a year, and take up their posts with valid health examination and health training certificates.

(eight) strictly rely on safety responsibility. Residential secondary water supply units should establish a leading group for secondary water supply sanitation management headed by the main person in charge, improve various sanitation management systems, and designate full-time (part-time) health management personnel to be responsible for secondary water supply sanitation management.

Third, the division of responsibilities

(1) The safety management of secondary water supply for residential buildings and courtyards shall follow the principle of territorial management. The county and district governments are responsible for the hygiene licensing and supervision of secondary water supply units in residential buildings within their jurisdiction, formulate specific work plans, strengthen the hygiene supervision and inspection of secondary water supply, severely investigate and deal with illegal cases of secondary water supply units, and ensure the safety of drinking water for the people.

(two) the city real estate bureau is responsible for coordinating and urging professional property enterprises to do a good job in cleaning and disinfection of secondary water supply facilities; Supervise all property enterprises to properly keep the cleaning and disinfection records of secondary water supply facilities and the disinfection effect test report.

(3) The Municipal Construction Bureau is responsible for organizing the design review and completion acceptance of newly built, rebuilt and expanded secondary water supply projects, and inviting the Municipal Health Planning Commission and Lanzhou Veolia Water Supply Company to participate.

(four) the Municipal Health Planning Commission shall supervise the hygiene of the secondary water supply units according to law; Responsible for the registration of secondary water supply cleaning and disinfection enterprises.

(5) Lanzhou Veolia Water Company is responsible for the maintenance, conservation and renewal of secondary water supply pipelines and facilities in the property management area.

Fourth, safeguard measures.

(1) Raise awareness and strengthen leadership. The secondary water supply is related to people's health, and the supervision task is heavy, demanding and difficult. All counties, districts and departments should attach great importance to this work as an important part of transforming government functions and improving people's livelihood, earnestly strengthen leadership responsibilities, set up specialized agencies, refine work plans, decompose tasks into details, implement them to people, and concentrate their efforts, time and focus to ensure the effectiveness of rectification work.

(2) Strengthen publicity and create an atmosphere. All counties, districts and departments should vigorously publicize the laws and regulations, relevant hygiene standards and requirements concerning the hygiene and safety of secondary water supply, mobilize the masses to actively participate in and support the hygiene and safety management of secondary water supply, enhance self-protection awareness, and prevent drinking water hygiene and safety accidents.

(3) Strengthen supervision and strictly enforce the law. The secondary water supply involves many departments and has a great responsibility for safety. Counties, departments and relevant units should, in accordance with the provisions of relevant laws and regulations, take a responsible attitude towards people's health, put the hygiene and safety of secondary water supply on the important agenda, and timely study and solve practical problems in their work. All departments should strengthen communication and coordination, form a joint force, and actively promote the implementation of the special rectification task of secondary water supply. While strengthening supervision and guidance, all units should strengthen supervision over secondary water supply units that do not meet the hygiene licensing conditions within their functions and powers, and urge them to implement rectification within a time limit. For the secondary water supply unit that refuses to rectify and fails to obtain the hygiene license, the competent water supply unit and the health administrative department shall severely punish it according to law and expose it through the news media.
