In order to further standardize the sales behavior of commercial housing, protect the legitimate rights and interests of buyers, create an open, fair and orderly real estate market environment, and promote the stable and healthy development of the real estate market in our city, according to the relevant provisions of the Measures for the Administration of Commercial Housing Sales and the Measures for the Administration of Real Estate Brokers, the relevant matters concerning further standardizing the sales site publicity and agency sales behavior of real estate development enterprises in our city are hereby notified as follows.
First, the commercial housing sales site information publicity requirements
Real estate development enterprises selling commercial housing should clearly and intuitively display the following contents (bulletin board, query computer, etc.). ) At the sales site:
1. Business license of enterprise legal person and qualification certificate of real estate development
2. Construction land planning permit, state-owned land use certificate or immovable property certificate, construction project planning permit, building construction permits and pre-sale permit for commercial housing.
3. Commercial housing sales plan after filing.
4. The general plan of the goods sold, the building plan, the buildings that have been approved for pre-sale (if the pre-sale building number is inconsistent with the plan, it should be specially stated), the corresponding service life of the house, the planned use of the house, the report on the results of real estate surveying and mapping, the detailed plan of the house type, the proportion of parking spaces, the pre-sale property services and property charging standards, and other unfavorable factors that affect the purchase decision;
5. Schematic diagram of the current situation and location of commercial housing projects for sale, including unfavorable factors inside and outside the red line and uncertain factors such as education, medical care and transportation facilities.
6. Sales price and sales control table of all houses of the commercial house for sale;
7. The construction area, interior area, publicity area, sales price and whether it has been sold;
8. If the commercial housing for sale is fully renovated, the decoration price, decoration budget details, brand, origin, specification grade and quantity of main materials and equipment for decoration shall be disclosed;
9. The model houses set up at the sales site shall indicate whether the quality, equipment and decoration of the commercial houses actually delivered are consistent with the model houses.
10. Proof that the mortgagee of the commercial house for sale agrees to sell the commercial house.

Second, the requirements of commercial housing agency sales
1. If a real estate development enterprise entrusts a real estate brokerage agency to sell commercial housing, the entrusted real estate brokerage agency shall be a brokerage agency that has obtained a business license in accordance with the law and filed it with the real estate department. Unrecorded real estate brokerage agencies shall not undertake sales agency business, including those that provide real estate intermediary services through the Internet. The real estate development enterprise shall conclude a written entrustment contract with the entrusted real estate agency, specifying the entrustment period, authority and rights and obligations of both parties, and go to the local real estate department for contract filing within 10 days after the entrustment contract is signed.

4. In the process of agency sales, the entrusted real estate agency shall truthfully introduce the relevant information about the agency sales of commercial housing to the buyers, and shall not sell commercial housing that does not meet the sales conditions.
5. Brokerage agencies and employees who are not entrusted by real estate development enterprises shall not engage in commercial housing sales activities in any name.
Other relevant requirements.
1. Real estate development enterprises and real estate brokerage institutions should strengthen professional training for sales personnel, ensure that sales managers are familiar with the knowledge of project planning and design, engineering construction, real estate market management, credit and taxation, and do not make misleading and false propaganda that is inconsistent with the actual project or violates policies.
2. The Housing and Urban-Rural Development Bureau of the three counties, the Municipal Development Management Center and the Municipal Trading Office should strengthen the supervision and guidance on the on-site sales of commercial housing in their respective jurisdictions, and intensify daily inspections and inspections. Those who do not meet the requirements of publicity shall be ordered to make rectification within a time limit.
