After the director's office meeting on June 5th, Jingzhou Municipal Administration of Work Safety issued the Special Renovation Plan for Ammonia Refrigeration in Jingzhou City (Jing 'an Office [2017] No.39), and established a working contact WeChat group to guide all counties and cities to carry out their work. In view of the serious problem that the liquid level in the high-pressure liquid storage barrel of Hubei Meng Xin Food Co., Ltd. exceeds the standard, a letter of supervision on major security risks was issued to the jiangling county Municipal People's Government.

The progress of the special rectification of ammonia refrigeration in counties and urban areas is directly reported by the chief of the supervision department of the county safety supervision bureau as follows:

First, Wei Dong, a member of the Standing Committee in charge of production safety in this district, personally led a team to organize leading comrades of safety supervision, public security, fire protection, industry and commerce, letter and local government to go deep into enterprises, hold on-site meetings, supervise the hidden dangers investigated by experts from provinces and cities on the spot, and demand that all hidden dangers be rectified within a time limit. The district safety supervision bureau sent special personnel to the enterprise for on-site guidance.

Second, the two companies hired Wuhan Dacheng Auto System Co., Ltd. for the first time. The experts of this company have designed the automatic control system of the liquid ammonia station, and the installation is expected to be completed in mid-June.

Third, Fuyang Food Co., Ltd. is carrying out accounting for major hazard sources, and will report it according to procedures after the accounting is clear.

In order to conscientiously implement the spirit of the working conference on special treatment of liquid ammonia used in ammonia-related refrigeration and the spirit of document No.39 of the Static Security Office [2017], on June 5, Shashi District Office issued the Work Plan on Further Strengthening the Special Treatment of Liquid Ammonia Used by Ammonia-related Refrigeration Enterprises (Shashi Office [2017] No.20); On June 6th, Comrade Liu Kun, director of the District Safety Office and director of the Safety Supervision Bureau, organized various towns, sub-district offices and enterprises to hold a work deployment meeting to convey the requirements of city leaders, clarify responsibilities, and require all towns (streets) to report the mopping situation on June 10; On June 7th, I went to four ammonia-related refrigeration enterprises to make statistics on * * * problems and fill in four on-site inspection records; On June 8, on-site inspection, Zhongke Longsheng rectified the implementation according to the opinions of the provincial bureau; On June 9th, organized ammonia refrigeration enterprises to carry out "one enterprise, one file" training in combination with safety production month activities. Next week, it is planned to organize ammonia refrigeration enterprises in the whole region to hold a work promotion site meeting on June 15, and hire experts to help solve the problem.

Attachment: Brief Report on Special Renovation of Ammonia Refrigeration in Shashi District

Development Zone Safety Supervision Bureau inspected the cold storage of Hubei Daming Aquatic Products Co., Ltd. on the morning of June 8. After investigation, the company has been in a state of production suspension since the end of 15. Now there are only left-behind personnel, and there are two 6.5 cubic meters of liquid ammonia storage tanks, which contain more than 6 tons of liquid ammonia. The Development Zone Safety Supervision Bureau issued a compulsory measure decision to the company, requiring it to transfer all more than 6 tons of liquid ammonia to empty the storage tank and dismantle the refrigeration device.

On June 5, the Public Security County Safety Supervision Bureau conducted an interview with the legal person of ammonia-related enterprises in the county. The contents of the provincial and municipal notices were communicated to enterprises, and documents related to ammonia refrigeration were preached. The "Jingzhou Ammonia Refrigeration Special Reconstruction Plan" was carefully interpreted to the enterprise, and the time node of rectification was defined. At the meeting, business representatives spoke in succession and resolutely rectified on time.

On June 7, Huaye Aquatic Products and Hairui Food were ordered to suspend production and business for rectification.

On June 9th, Ma Liang, deputy director of the Public Security County Safety Supervision Bureau, and Zhang Minghua, director of law enforcement, again supervised the rectification of Huaye Aquatic Products and Hairui Food.

At present, the rectification materials purchased by the enterprise have been delivered, and it is expected that the rectification will be delivered over the weekend.

Meister, a newly-built ammonia refrigeration enterprise, is currently carrying out "three simultaneities" construction. At the time of law enforcement inspection on June 7, the factory building was under construction and chemical design was being done. It is expected that the "safety special chapter" around 14 will come out.

Dai Jushi, director of jiangling county Safety Supervision Bureau, and Wang Bin, deputy director, went to Hubei Lijia Food Co., Ltd. to supervise the rectification of two hidden dangers of the company. At present, the company has contacted a refrigeration system design unit and basically determined the rectification plan.

Hubei Meng Xin Food Co., Ltd. eliminated the serious hidden danger of the liquid level exceeding the limit in the high-pressure liquid storage barrel on May 3 1. Relevant materials are being prepared, and it is ready to apply for cancellation number to the office of the Municipal Safety Committee.

Songzi City Safety Supervision Bureau took active action after attending the mobilization meeting of Jingzhou ammonia refrigeration special treatment on June 5. On the 7th and 8th of this month, Director Zheng Kui personally led a team to investigate all ammonia-related refrigeration enterprises in the area. * * * Nine enterprises have been investigated. At present, two ammonia-related refrigeration enterprises have been identified, and the questionnaire of ammonia-related refrigeration enterprises has been filled out.

Director Luo of Shishou City Safety Supervision Bureau quickly reported to the city leaders, held a special meeting to deploy the ammonia refrigeration acceptance work meeting, set up a special class, formulated an implementation plan, and asked all township offices and members of the Municipal Safety Committee to conduct a comprehensive investigation immediately to find out the base.

On June 8, Shishou City Safety Supervision Bureau submitted the "Special Renovation Plan for Ammonia Refrigeration in Shishou City" to the Supervision Department of the Municipal Bureau for the record.

After contacting with experts from the provincial bureau, on June 9th, from 8: 00 am to 8: 00 pm, honghu city Safety Supervision Bureau, under the leadership of Director Liu, cooperated with experts from the provincial bureau, comprehensively investigated five enterprises, found "two hidden dangers" enterprises 1 home, and issued law enforcement documents.

During the inspection, it was found that the general hidden dangers were universal, and the provincial experts put forward the rectification guidance. Honghu city Safety Supervision Bureau requires enterprises to carry out rectification immediately. At the same time, enterprises are required to fill in the basic questionnaire of ammonia refrigeration.
