Article 45 of the Property Management Regulations stipulates that "in the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to the end users, and property management enterprises shall not charge the owners extra fees such as handling fees if they accept the entrustment to collect monetary fees". In addition, the supply of water and electricity and the collection of fees are the contractual relationship between the owner and the water and electricity supplier, and have nothing to do with the payment of property fees.
