Does the property management center have the right to charge a late fee for utilities? What department should I complain to?

According to Article 67 of the Regulations on Property Management: "If the owner violates the property service contract and fails to pay the property service fee within the time limit, the owners' committee shall urge him to pay it within a time limit; If it fails to pay within the time limit, the property service enterprise may bring a lawsuit to the people's court ",and the property management company has no right to collect the overdue fine from the owner without authorization. Article 45 of the Property Management Regulations stipulates that "in the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to the end users, and property management enterprises shall not charge the owners extra fees such as handling fees if they accept the entrustment to collect monetary fees". In addition, the supply of water and electricity and the collection of fees are the contractual relationship between the owner and the water and electricity supplier, and have nothing to do with the payment of property fees. Property companies have no right to cut off water and electricity because consumers refuse to pay property management fees.
