Provisions on the reduction and exemption of property fees for non-residential houses:

1. If the house is uninhabited, the property fee cannot be exempted. Because the house has been taken over, it is the owner's choice not to live, but the property management company has played a safe and clean role in the public parts, so it cannot be exempted.

2. Property fees can be reduced or exempted through negotiation. The general property fee of 1 year can be reduced by 1 month, up to 70%. Because there is no check-in, no elevator, no public lighting, no electricity bill, and no one will produce domestic garbage when living at home. These are all saved for the property management company, so the property management fee can be reduced.

What items does the property fee include?

1, salary of management service personnel, social insurance and welfare expenses drawn according to regulations, etc. ;

2, the daily operation and maintenance costs of * * * parts of the property and * * * facilities and equipment;

3, property management area cleaning costs;

4, the property management area greening maintenance costs;

5, property management regional order maintenance costs;

6. Office expenses;

7. Depreciation of fixed assets of property management enterprises;

8 parts of the property, facilities, equipment and public liability insurance fees.

However, the specific situation of reducing or exempting property fees for vacant houses can be negotiated with property service enterprises. If the house is vacant for more than half a year after delivery, the property service fee shall be paid according to 70% of the property service fee standard after confirmation by the owner or property user and the property service enterprise, unless otherwise agreed in the contract. Therefore, in the absence of special agreement with the property, if the house is vacant for more than half a year after delivery, you can only pay 70% of the property service fee.

Article 944 The owner shall pay the property fee to the property service provider as agreed. If the property service provider has provided services in accordance with the agreement and relevant regulations, the owner shall not refuse to pay the property fee on the grounds that he has not accepted or does not need to accept the relevant property services.

If the owner fails to pay the property fee within the time limit in violation of the agreement, the property service provider may urge him to pay it within a reasonable period of time; If the payment is not made within a reasonable period, the property service provider may bring a lawsuit or apply for arbitration.

The property service provider shall not stop power supply, water supply, heat supply and gas supply to demand payment of property fees.
