Article 53 The relevant special committees and working bodies in the NPC Standing Committee shall participate in the drafting of the draft law in advance; An important draft law that is comprehensive, overall and basic may be drafted by the relevant special committee or the working body of the Standing Committee.

A highly professional draft law can be drafted by experts in related fields, or entrusted to relevant experts, teaching and research institutions and social organizations.

Article 54 When introducing a legal bill, the text of the draft law and its explanations shall be submitted at the same time, and necessary reference materials shall be provided. If the law is amended, a comparative text before and after the amendment shall also be submitted. The explanation of the draft law shall include the necessity, feasibility and main contents of enacting or amending the law, as well as the coordination and handling of major differences in the drafting process.

Article 55 The sponsors of a bill submitted to the National People's Congress and its Standing Committee have the right to withdraw it before it is put on the agenda of the meeting.

Article 56 A bill submitted to the plenary session of the National People's Congress and its Standing Committee for voting, if the sponsor considers it necessary to enact a law, may be reintroduced in accordance with the procedures prescribed by law, and the presidium and the chairman's meeting shall decide whether to put it on the agenda of the meeting; Among them, bills that have not been passed by the National People's Congress shall be submitted to the National People's Congress for deliberation and decision.

Article 57 The law shall specify the date of implementation.

Article 58 When signing and promulgating a law by presidential decree, the organ that formulated the law, the date of its adoption and implementation shall be specified.

After the law is signed and promulgated, it will be published in the Bulletin of the NPC Standing Committee, the website of China People's Congress and newspapers distributed throughout the country.
