How do property companies collect and pay utilities to issue online invoices?

Property companies can't issue "network" invoices when collecting water and electricity charges.

When a property company collects water and electricity charges, it shall decide how to issue invoices according to the following conditions:

1. For the water and electricity charges charged by the property management company according to the pricing of the water supply company and the State Grid, only the receipt can be issued to the owner, and the large invoices of the water supply company and the State Grid and the payment details of the owner can be posted;

2. If the property company increases the price to collect the owner's utilities, it shall issue a formal invoice to the owner.
