Eighth city land department is fully responsible for investigating illegal land use and land supervision.

The municipal land department is responsible for investigating and dealing with illegal land use behaviors such as violating the overall land use planning and changing land use without authorization within the administrative area of this Municipality.

Ninth city planning department is fully responsible for the supervision and law enforcement of urban and rural planning and guiding the investigation and punishment of illegal construction in the city.

Article 10 The comprehensive law enforcement organs of urban management shall, in accordance with the division of work determined by the municipal government, be responsible for investigating and handling the illegal construction of urban construction projects (including temporary construction) without obtaining the planning permit for construction projects (including temporary construction), and make decisions such as ordering to stop construction, demolishing within a time limit, and imposing fines according to law.

Eleventh housing and urban construction department is responsible for investigating and dealing with the construction units, construction units and supervision units that have not handled the construction permit according to law; Responsible for investigating and handling the construction units, construction units and supervision units that have not obtained the approval documents from the departments of land, planning, housing and urban and rural construction; Responsible for strengthening the supervision of contracting projects without obtaining qualification certificates; Responsible for the supervision of the property service enterprises that have implemented the property management area not to stop or report illegal construction according to law; Responsible for the destruction of the load-bearing structure of the house and other acts that affect the quality and safety of the house; Do not apply for initial registration for projects with illegal construction, and do not apply for transfer registration and mortgage registration for projects built without authorization after initial registration.

Twelfth water, cultural relics, gardens and other departments in accordance with their respective responsibilities, responsible for illegal land use or illegal construction.

Thirteenth civil defense, environmental protection, fire control and other departments shall not handle the relevant licensing or acceptance procedures for illegal buildings.

Industry and commerce, culture, health, taxation and other departments in handling the relevant licensing or registration procedures, found that the planning permit, housing property certificate or the declared purpose is inconsistent with the planning permit and housing property certificate records, should promptly notify the working group of the joint meeting.

Fourteenth district and county governments are responsible for the management of illegal land use and illegal construction within their respective administrative areas, and organize the implementation of the work of stopping and investigating illegal land use and illegal construction within their respective administrative areas.

Fifteenth township governments are responsible for the management of illegal land use and illegal construction within their respective administrative areas.

Sixteenth street offices shall promptly stop illegal land use and illegal construction within their respective jurisdictions, and organize, coordinate and cooperate with the planning, land departments or urban management comprehensive law enforcement agencies to investigate and deal with illegal land use and illegal construction.

Article 17 The supervisory department shall supervise and inspect the performance of duties by governments at all levels, relevant departments and their staff according to law, participate in special joint law enforcement actions and early warning interviews when necessary, accept and investigate illegal construction cases involving illegal land use assigned by the joint meeting and transferred by relevant departments such as land and planning, and investigate the responsibilities of relevant personnel according to law.
