Can the owner refuse the property management service?

You can't. If the owners have opinions on the service mode or quality of the property, they can report to the competent authorities through the industry Committee or other means. As long as the property service enterprise provides normal services, the property fee should be paid. No matter what the problem is, you must not refuse to pay the property fee for any excuse or reason. This is the law.
