What should I do if the community doesn't let cars in and out on the grounds of epidemic situation?

The community refused to let cars in and out of the local housing and construction bureau because of the epidemic. The land ownership of public parking spaces in residential areas belongs to all owners, and the property management office only enjoys the management right.
