What is the owners' committee?

Legal analysis: the owners' committee supervises the management organization of the property management company. The rights of the owners' committee are based on their ownership of the property, representing all the owners of the property and having the right to decide all major matters related to the property. According to the policy, if the residential area has been delivered and the occupancy rate reaches more than 50%, a property management committee shall be established under the guidance of the residential area development and construction unit and the district/county housing and land ownership department where the residential area is located.

Legal basis: Article 15 of the Property Management Regulations implements the matters decided by the owners' meeting and performs the following duties:

(a) to convene a meeting of the owners' congress and report on the implementation of property management;

(two) on behalf of the owners and the owners of the general assembly to hire property services companies to sign property services contracts;

(three) timely understand the opinions and suggestions of the owners and property users, and supervise and assist the property service enterprises to perform the property service contract;

(four) the implementation of the supervision and management system;

(five) other duties entrusted by the owners' congress.
