Can the former owner call the police if he owes property fees?

Legal analysis: you can call the police, and a new property service contract relationship will be formed between the property and the new owner. For the property fee owed by the original owner, the property company should recover from the original owner, and the new owner will not bear any responsibility for it. Therefore, there is no legal basis for the property company to recover the arrears of property fees from the new owners.
