Detailed explanation of Nanchang dog management regulations from 2065438 to 2009

The newly promulgated Nanchang Dog Breeding Regulations will be officially implemented on July 1 day. The following is a detailed explanation of Nanchang Dog Breeding Regulations. Welcome to reading.

Up to now, Nanchang residents have been bitten by dogs 30,000 times.

In recent years, dog injuries have occurred frequently. On June 28th, the reporter learned from the Nanchang Municipal Health Planning Commission that up to now, the number of people bitten by dogs in Nanchang has reached 29,856, accounting for 77.2% of all animal injuries.

According to the relevant person of Nanchang Municipal Health Planning Commission, the immunization rate of animals in Nanchang is low, and more than 80% of animals that hurt people are not immune. Up to now, Nanchang * * * reported rabies cases 1 case. After being bitten by a dog, this case died of rabies because of no wound treatment and rabies vaccination.

Experts from Nanchang CDC said that the animals that cause the spread of rabies virus are dogs, cats, bats, etc. Being bitten by dogs is the main cause of rabies. "We have done statistics, about 80% are bitten by dogs, followed by cats, accounting for about 15%, as well as pigs, monkeys, hamsters and so on. Less than 50% of dogs have been vaccinated with regular rabies vaccine, which poses considerable risks. "

There are more than 30,000 dogs in the urban area, and there are less than 500 "regular troops".

In fact, as early as 2004, in order to standardize the dog-raising behavior, Nanchang City promulgated the "Measures for the Administration of Dog Raising in Nanchang City", but few citizens consciously declared and standardized dog-raising. On August 1 2065438, Nanchang started the management of dog registration and certification, and set up a certification office of Nanchang Dog Management Office at No.2 Supu Road10, requiring all dog owners to register their dogs.

According to Xiao Jun, deputy head of the ninth brigade of the Public Security Detachment of Nanchang Public Security Bureau, according to incomplete statistics, there are more than 30,000 dogs of all kinds in downtown Nanchang, and less than 500 dogs are registered, most of which were handled at the end of 20 10. Since then, the number of registered pet dogs has dropped sharply, and only a few dogs are registered every year.

Ms. Wang, a citizen who lives in Yangming Road, said that after seeing the Government's Measures for Raising Dogs, she spent 500 yuan to apply for a dog license, but she didn't enjoy any dog service, so she didn't renew it.

For this embarrassing situation, Xiao Jun is also quite helpless: "The previous dog management methods were only government regulations, and there was no clear legal basis for punishment, which was not binding enough on dog owners."

If the dog is not certified, the unit will be fined 2000 yuan and the individual will be fined 500 yuan.

"For a long time, managing' dog disease' has been a' big problem' in Nanchang." Cheng Xiong, deputy director of the Legal Affairs Committee of the Standing Committee of Nanchang Municipal People's Congress, said that since the Measures for the Administration of Dog Breeding in Nanchang cannot meet the practical needs of dog breeding management, problems such as barking disturbing the people, dogs polluting the environment, dogs hurting people and so on often occur, it is very necessary to strengthen dog breeding management and upgrade government regulations to laws and regulations.

It was approved by the Standing Committee of the Provincial People's Congress on September 24th and will be officially implemented on July 1 day this year. It is clearly stipulated that "the municipal public security organ is the competent department of dog management in this city, and the district (county) public security organ is responsible for dog management within its jurisdiction", and the public security organ is given administrative punishment and management functions.

According to reports, compared with the original regulations, the "Regulations" not only clarified the responsibilities of relevant government departments such as public security, animal husbandry and veterinary medicine, urban management, health planning commission and sub-district offices, but also injected the highlights of grassroots organizations such as neighborhood committees and property management and the participation of the masses in management. In terms of dog classification, immunization registration, and dog behavior standard setting, the actual situation in Nanchang has also been fully considered, and the basis for punishment is more clear.

"For example, after July of 1 year, if a dog is kept in a key management area without registration, it shall be ordered to make corrections within a time limit. If it fails to make corrections within the time limit, the unit shall be fined 2,000 yuan and the individual shall be fined 500 yuan; If you fail to register within the time limit, the dog will be confiscated. " Xiao Jun said that the "Regulations" have clear penalties for bringing dogs into forbidden areas, affecting the normal life of others, and causing injuries to dogs. "This also allows us to enforce the law."

In addition, in order to control rabies, the Regulations also explicitly implement a compulsory immunization system for dogs. In East Lake, Qingshan Lake, Honggutan New District and other major urban areas with heavy immunization tasks, 2-3 immunization spots will be added by relying on pet clinics. At present, Nanchang has basically completed the establishment of immunization spots.

Will Nanchang "Dog Breeding Office" be reorganized?

Each county that continues to operate this year should also add one.

With the introduction of the new dog-raising regulations, will the registration office of Nanchang Dog-raising Management Office, which was once "behind closed doors", be re-established? In this regard, Xiao Jun said that in order to maintain the continuity of the original dog registration work, the municipal dog management one-stop window at No.210 Supu Road in Nanchang will continue to operate during the year, and additional personnel will be added after the implementation of the new regulations.

At the same time, Nanchang Public Security Bureau and Agriculture Bureau will expand their capacity reasonably, set up a one-stop service window for dog management, fully integrate social resources, develop qualified pet clinics and carry out vaccination and certification by means of government purchasing services.

"One-stop service for immunization, registration and annual inspection will be implemented in the whole city, territorial management will be implemented, and the center of gravity will be shifted downwards. At least 1 one-stop service window for dog management will be established in each district and county during the year." Xiao Jun said that the unified announcement time of the "one-stop" window for new dog management registration in all districts and counties is subject to the end time of government procurement.

In addition, Nanchang will also develop a "dog information management system" platform to archive the dog registration and immunization information in the city, and open an inquiry port to facilitate the majority of dog owners to inquire about dog management information, and realize the information networking of government departments such as public security, agriculture, urban management and health planning, as well as streets, towns, neighborhood committees and property service enterprises.

Where are the 36 kinds of forbidden dogs going?

Nanchang plans to build a municipal dog reception and detention center.

According to the "Regulations", other areas designated by Nanchang City and the municipal government and the town planning area where the county people's government is located are the key management areas. Each household in the key management area is limited to one dog, and dangerous dogs are not allowed.

According to the relevant person of Nanchang Agriculture Bureau, at present, the bureau and Nanchang Public Security Bureau have adjusted and demonstrated the standard and specific breed list of dangerous dogs, and confirmed 36 breeds of dangerous dogs according to procedures, including German Shepherd, Tibetan Mastiff and Chinese Garden Dog, which will be announced to the public in the near future. In addition, adult dogs and other strong dogs with body height (shoulder height) exceeding 7 1 cm are also prohibited from being kept.

So, what will happen to these 36 kinds of forbidden dogs and additional restricted dogs?

"We will plan to build a municipal dog reception center, which will be responsible for receiving, inspecting and handling dogs that are ownerless, abandoned, detained and confiscated." Xiao Jun said that dog owners can dispose of their dangerous dogs and surplus dogs within the specified time, or they can send them to the dog detention center. The public security organ will entrust a team with professional knowledge for breeding, and the expenses will be borne by the finance.

How to report should be clear, and the use of management fees should be made public.

Can the introduction of the new dog-raising regulations really put an end to the "dog disease" suffered by the public?

Some citizens believe that there are still many problems in the specific operation of the new regulations. "For example, if you find a dog urinating in the street or entering a forbidden area, how should you report it? Could it be the police after reporting? What if the police arrive and the dog is gone? " Mr. Huang, a citizen of Nanchang, said that in addition to clarifying the legal basis of punishment, the new regulations should also have clear operating rules in reporting and supervision, otherwise the stricter regulations will become a dead letter.

Leng, director of the Provincial Pet Industry Association, believes that formulating an animal management regulation is not a pure law, but also requires advanced urban management concepts, professional knowledge about animals and understanding of animal welfare. Dog owners in particular are very concerned about what is the basis for the first registration of 300 yuan dog management fees and renewal premiums in 200 yuan every year, and how to deal with confiscated dogs.

"According to the" Regulations ",dog registration has to pay a certain fee every year, but some dog owners question the use of dog fees." Leng said that apart from the cost of vaccination and the cost of making the dog license itself, everyone doesn't know the cost of running a dog license in Nanchang, let alone other services and management that dog owners expect. Many dog owners hope to provide corresponding services by charging dog management fees, such as building public dog toilets in places where communities are concentrated, or promoting the concept of healthy and correct dog raising through posters.
