Regulations of Changchun Municipality on Elevator Safety Management

Chapter I General Provisions Article 1 In order to strengthen elevator safety management, prevent and reduce elevator accidents, and ensure personal and property safety, these Regulations are formulated in accordance with the relevant provisions of laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the production (including manufacture, installation, renovation and maintenance), operation, use, maintenance, inspection, safety evaluation and safety supervision and management of elevators within the administrative area of this Municipality.

The elevators mentioned in these Regulations include manned (cargo) elevators, escalators and moving sidewalks. The specific scope is determined according to the national special equipment catalogue.

This provision does not apply to elevators that are not in public places and are only installed and used by a single family. Article 3 City, county (city) District People's governments and development zone management agencies shall strengthen their leadership over elevator safety work, incorporate elevator safety work into the assessment scope of the responsibility system for production safety, urge relevant departments to perform their supervision and management duties according to law, establish a coordination mechanism for elevator safety management, and coordinate and solve problems existing in elevator safety management.

Township (town) people's governments and neighborhood offices are responsible for assisting relevant departments to do a good job in elevator safety management within their respective jurisdictions, bringing elevator safety management into the grid management system, urging elevator use management units to implement the main responsibility, and organizing and coordinating the owners' committee to raise funds for elevator maintenance, renovation and renewal. Fourth city, county (city) district special equipment safety supervision and management department (hereinafter referred to as the special equipment supervision department) is responsible for the supervision and management of elevator safety within their respective jurisdictions.

City, county (city) district construction department is responsible for the design review of elevator specifications and quantity configuration in buildings and the supervision and management of elevator shaft, machine room, pit, monitoring room and other building quality; Before the elevator is handed over to the use management unit, supervise the construction unit to perform the elevator safety management duties.

City, county (city) District Property Department is responsible for supervising the entrusted elevator property service enterprises to perform their duties according to law; Handle and use special maintenance funds for residential elevators according to law.

The competent communication department shall, jointly with relevant departments, be responsible for supervising the coverage of communication signals in the elevator shaft.

Other relevant departments shall, in accordance with their respective responsibilities, do a good job in elevator safety supervision and management. Fifth elevator production, operation and use management units shall abide by the provisions of relevant laws, regulations, safety technical specifications and related standards, establish and improve the elevator safety responsibility system, and ensure the safety of elevator production, operation and use. Sixth encourage elevator production, maintenance and use management units and inspection and testing institutions to take out elevator safety liability insurance.

Entrusted by the realty service enterprise to manage the elevator, the elevator operation and maintenance costs include elevator safety liability insurance, and the realty service enterprise shall insure the elevator safety liability insurance, and publicize the relevant information insured. Seventh special equipment supervision departments, elevator production, operation and maintenance management units and news media should strengthen the education and publicity of elevator safety and civilized use of elevators, popularize elevator safety knowledge, and enhance the public's elevator safety awareness and self-protection ability. Article 8 Elevator-related industry associations shall strengthen industry self-discipline, promote the construction of industry credit system, carry out industry information analysis and research, organize education, training and consultation, participate in the formulation of relevant standards, implement industry disciplinary measures according to industry standards and rules and regulations, and improve industry service level and elevator safety management level. Chapter II Production and Operation Article 9 An elevator production unit shall obtain a production license for special equipment according to law, conduct production activities in accordance with relevant national standards and safety technical specifications, and be responsible for the quality of the elevators produced.

No organization or individual may forge, falsely use, alter, resell, lease or lend the production license of special equipment. Tenth elevator manufacturing units shall be responsible for the safety performance of the elevators and their components manufactured by them, and perform the following obligations:

(a) to provide a quality guarantee period of not less than two years from the date of the supervision and inspection of elevators, and to repair or replace the elevators with quality problems during the quality guarantee period;

(two) to provide factory instructions, quality certificates, installation and maintenance instructions, type test certificates and other related technical information;

(three) to provide necessary elevator spare parts, technical training and other technical assistance to the elevator use management unit;

(four) tracking and investigating the safe operation of the elevator in use, and putting forward suggestions for improving the operation of the elevator;

(five) found that there are serious accidents in the elevator, promptly inform the elevator management unit, and report to the local special equipment supervision department;

(six) due to design, manufacturing and other reasons, the elevator has signs that endanger safety, it should immediately stop production, take the initiative to recall the sold elevators and bear relevant responsibilities;

(seven) to provide technical guidance for elevator scrapping, renewal and design change. Article 11 The elevator manufacturing unit shall equip the newly installed passenger elevators in public gathering places and residential quarters with monitoring devices with the functions of operation parameter collection and network remote transmission, and open the elevator operation fault monitoring signal interface to the elevator use management unit free of charge to facilitate elevator fault monitoring analysis and emergency rescue.

Encourage manufacturing units to gradually open the elevator operation fault monitoring signal interface for elevators installed before the implementation of these regulations.

The monitoring signal of elevator operation failure shall be networked with the daily maintenance unit.
