Legal analysis: if it is not caused by the owner himself, it should be borne by the property. Property management is the paid services provided by the property management company to the owners in accordance with the contract, including environmental sanitation, greening management, public order, safety precautions, traffic fire control and other projects. The preliminary realty service contract signed by the construction unit and the realty service enterprise according to law is binding on the owner, and the owner shall pay the realty service fee according to the stipulations of the realty service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement.

Legal basis: Article 11 of the Property Law of People's Republic of China (PRC) implements the remuneration system for property service fees, and the property service funds received in advance include property service fees and the remuneration of property management enterprises. The composition of property service cost or property service expenditure generally includes the following parts:

The cost of overhaul, medium repair, renewal and transformation of the parts and facilities used by the property shall be paid by special maintenance funds and shall not be included in the expenditure or cost of property services.
