Rent reduction and exemption during the epidemic period is not a national policy, but a local policy introduced by various provinces, municipalities and autonomous regions according to local specific conditions to encourage lessors to reduce or exempt operators' rents. Take Guangdong Province as an example:

First, private leasing enterprises with state-owned assets can waive the first month's rent and charge half of the second and third months' rent.

Second, encourage other property owners to appropriately reduce or exempt rents according to the actual situation.

In any of the following circumstances, the parties may terminate the contract:

(a) the purpose of the contract cannot be achieved due to force majeure;

(two) before the expiration of the performance period, one party clearly stated or indicated by its own behavior that it would not perform the main debt;

(three) one party delays the performance of the main debt and fails to perform it within a reasonable period after being urged;

(4) One of the parties delays the performance of debts or commits other breach of contract, which makes it impossible to achieve the purpose of the contract;

(5) Other circumstances stipulated by law.

The state has not stipulated rent-free during the epidemic period. The state encourages local governments to introduce relevant financial support policies. Give full play to the role of special funds for the development of small and medium-sized enterprises at the same level, set up special relief funds where conditions permit, and increase support for small and medium-sized enterprises seriously affected by the epidemic. The administrative department for industry and commerce shall listen to the opinions of the competent department of real estate development at the same level when examining the application for registration of the establishment of real estate development enterprises.

If the contract cannot be performed due to force majeure, the liability shall be exempted in part or in whole according to the influence of force majeure, unless otherwise stipulated by law. If the contract cannot be performed due to force majeure, the other party shall be informed in time to reduce the possible losses to the other party and provide proof within a reasonable time.

Legal basis: Article 7 of the Regulations on the Administration of Urban Real Estate Development and Operation shall apply to the administrative department for industry and commerce of the people's government at or above the county level for registration when establishing a real estate development enterprise. The administrative department for industry and commerce shall, within 30 days from the date of receiving the application, register those who meet the conditions stipulated in Article 5 of these Regulations; If the registration is unqualified, the reasons shall be explained.
