There is no charge for parking in county-level cities

Article 1 In order to strengthen the planning, construction and use management of parking lots, standardize vehicle parking and maintain traffic order, these Regulations are formulated in accordance with the provisions of relevant national laws and regulations and combined with the actual situation of this Municipality.

Article 2 These Regulations shall apply to the management of parking lots in urban planning areas and tourist areas of Qingdao and county-level cities.

Article 3 The planning management department is responsible for the planning and management of parking lots. The public security department and the public security traffic management department are responsible for the use and management of the parking lot, and participate in the related management of the parking lot planning and construction.

Development and reform, construction, municipal utilities, industry and commerce, prices, urban management administrative law enforcement and other departments in accordance with their respective responsibilities, responsible for the management of parking lots.

Article 4 The management of parking lots shall follow the principles of unified planning, supporting construction and convenience for the masses, so as to ensure safe, orderly and smooth road traffic.

Fifth encourage units and individuals to invest in the construction and opening of office parking lots, and encourage the construction of three-dimensional parking lots and the use of underground space to build parking lots. Specific measures shall be formulated by the Municipal People's Government.

The construction and opening of office parking lots follow the principle that whoever invests will benefit.

Article 6 The public security department shall, jointly with relevant departments, organize the construction of public parking information systems such as parking guidance systems.

Encourage and promote the application of intelligent, information and other means to manage parking lots.

When supporting the construction of parking spaces in accordance with the provisions of this article, it shall provide convenient conditions for disabled people to park their vehicles.

Article 13 In Shinan District, Shibei District, sifang district District and Licang District, the construction unit shall solicit the opinions of the municipal public security traffic management department on the parking lot design scheme: (1) express the parking lot sign, service content and supervision telephone number;

Twenty-third to apply for the "Qingdao temporary parking permit", the following materials shall be submitted:

(1) Effective site certification;

(2) List of parking facilities in the parking lot and relevant plans;

(three) the internal management system of the parking lot;

(4) Other materials as prescribed by laws and regulations.

The name of the enterprise approved by the industrial and commercial department shall be submitted for the establishment of an operating temporary parking lot.

Twenty-fourth special parking lot management in accordance with the following provisions:

(a) the parking lot belongs to the construction unit, the construction unit can manage it by itself, or entrust the property service enterprise or other managers to manage it;

(2) The parking lot is owned by the owner * * *, and the owner * * * jointly decides the management mode and manager;

(3) The parking lot is owned by the owner, who can manage it by himself or entrust the property service enterprise or other managers to manage it.

Twenty-fifth roads and other venues owned by the owners within the building division may be designated as parking spaces with the consent of the owners according to law.

Parking spaces shall not occupy green spaces, fire exits and land for special facilities built according to the plan, and shall not interfere with traffic or the normal life of residents.

The parking lot built by civil air defense projects shall comply with the provisions of laws and regulations on the management of civil air defense projects.

Twenty-sixth motor vehicles parked in the parking lot, vehicle parking should comply with the following provisions:

(a) obey the command of the staff and park in an orderly manner;

(two) shall not damage the parking facilities and equipment;

(three) to do a good job in vehicle safety measures;

(4) Paying fees according to regulations or agreements.

Vehicles loaded with inflammable, explosive, toxic, harmful and other dangerous goods shall be parked at the place designated by the public security department.

Twenty-seventh public security traffic management departments should regularly check the use of parking lots, investigate and deal with illegal acts found in a timely manner or hand them over to relevant departments for investigation, and point out and guide the correction of those that do not meet the planning and design specifications of parking lots.

Chapter IV Setting and Management of Road Parking Spaces

Twenty-eighth public security traffic management departments shall, in conjunction with the administrative departments of planning and construction, delimit road parking spaces within the scope of urban roads according to the urban road conditions and the setting of regional parking lots.

Any other individual or organization shall not set up or dismantle road parking spaces without authorization, and shall not set up obstacles that affect the use of road parking spaces.

Twenty-ninth road parking spaces shall not affect the passage of pedestrians and vehicles, and shall not affect the use of other public facilities.
