There is no national unified property charging standard, the main reasons are as follows:
1. Costs and expenses cannot be unified.
Property management fees are different from ordinary commodity prices, and a unified price standard can be implemented in the whole country or most areas. Property enterprises themselves are labor-intensive enterprises, and labor costs often account for 60% or more of service costs. 2. Different service standards.
China's north and south regions are vast, but due to different natural conditions, the service items and service standards of property in different regions are also different. The service standards in neighboring areas are different, and it is more difficult to unify the standards between distant areas. This has led to the inequality of services at all levels in various regions.
Service costs are not uniform, service standards are not uniform, and service classification is not uniform. Naturally, the standard of property fees cannot be unified.
According to the Measures for the Administration of Property Service Charges, the final solution of the property fee charging standard is still determined by the market mechanism. What kind of needs the owners have, what kind of services the property management company can provide, and the cost of these services shall be settled through consultation between the property management company and the owners, and shall be stipulated in the property management service contract to make it an implementation standard.
