Under normal circumstances, office buildings belong to non-ordinary houses, so the collection standard of property fees generally adopts the form of market-adjusted price and contract pricing.
According to the relevant provisions in the Measures for the Administration of Property Service Charges in Jiangsu Province:
1 article 5: property service charges shall be determined in accordance with the principles of reasonableness, openness and conformity of quality and price, and the government-guided prices and market-regulated prices shall be implemented according to the nature and characteristics of different properties.
2. Seventh non-ordinary residential and non-residential property service charges shall be subject to market-regulated prices, and the specific charging standards shall be determined by the owners, property users and property service enterprises through consultation according to the service content and service quality or agreed in the property service contract. Among them, non-residential car parking charges are implemented in accordance with the Measures for the Administration of Motor Vehicle Parking Service Charges in Jiangsu Province.
3. Thirty-seventh owners or property users shall pay property service fees in accordance with the provisions of the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement. When the property ownership is transferred, the owner shall settle the property service fee with the property service enterprise.
Failing to pay according to the contract, the owners' committee and the realty service enterprise shall urge them to pay within a time limit; If it refuses to pay within the time limit, the realty service enterprise may bring a lawsuit to the people's court and recover compensation according to law.
