Many people are familiar with the contradictions and disputes between property and owners. For example, some property companies raise property fees without authorization, some use public areas such as green spaces and parking spaces for other purposes without the consent of the owners, and the quality of property services provided by some companies declines. In this regard, in addition to refusing to pay property fees, the owners can only take limited and effective measures to protect their rights. However, the consequence of protracted minor contradictions is often the escalation of contradictions. Some owners organize siege of the property, and some properties cut off water and electricity for the owners.

In this context, the intervention of a third-party organization independent of property and owners is very necessary. According to the system design, the third-party supervision organization can accept the building on behalf of the owner when it is completed, calculate the pricing standard of residential property fees according to all aspects of property services, mediate the contradiction between the property and the owner, and judge the service quality of the property. To some extent, between the property and the owners, the third-party supervision actually plays a variety of roles-"movie police" and "aunt of neighborhood committees". It can be predicted that with the intervention of the third party, the contradiction between the property and the owner will have a brand-new mediation method, which will also help to resolve some contradictions in the bud.

In fact, disputes and contradictions in many fields and industries urgently need the intervention of third-party institutions or forces. For example, in order to solve medical disputes, Ningbo introduced people's mediation and insurance claims settlement mechanisms between hospitals and patients. Through the independent and impartial people's mediation committee and medical dispute settlement center and other third-party forces, supported by the expert database, the fairness, professionalism and standardization of medical dispute settlement have been increased, and it is known as the "Ningbo solution" for medical disputes. In addition, at the beginning of the demolition of Yangpu District 18 neighborhood in Shanghai, a public trust evaluation team composed of NPC deputies, CPPCC members and legal professionals was set up to supervise the whole process of demolition. At the same time, the third party is fully involved in the conflict resolution mechanism, which has created a new way for the old city reconstruction to break through the bottleneck.

In addition, in the process of handling public events involving government departments, the public also calls for the intervention of third parties. Because the third party has little or no interest in the dispute involved, it can be analyzed and judged from a relatively independent and objective perspective, which is more conducive to finding out the truth and resolving contradictions.

It can be said that people's thirst for the power of the third party is actually a thirst for a middle-level adjudication institution and mechanism, and a thirst for fairness and justice. However, due to various practical reasons, the independence and influence of some existing third-party organizations, such as consumer associations, are still unsatisfactory, or their third-party neutrality needs to be strengthened.

If the third party forces want to maintain an independent and detached position, the important premise is that they can't be the spokesmen of a certain interest group, don't aim at profit, and their operating funds are relatively independent. At the same time, its personnel must have professional knowledge in the fields involved.

In some countries, the third party force is considered as the main force to solve social contradictions. Whether it is a dispute between citizens or a conflict between people and government agencies or large companies, it is a common method to introduce third-party forces to make fair judgments, and the third-party forces are often filled by non-governmental organizations, trade associations and other institutions.

Judging from the actual situation in China, the growth of truly independent and neutral third-party institutions and forces has just set sail. Based on China's national conditions, the experience of other countries may not be applicable. Therefore, it should be put on the agenda to actively explore and cultivate more third-party forces and third-party supervision and supervision mechanisms, so as to explore more effective ways to resolve social contradictions.
