The specific operation mode of the relationship between Li Shubiao and Lei Yuanli is to apply to the housing provident fund management center in the name of hotel employees, and after obtaining the provident fund guarantee, each person will get a loan of 60,000 yuan, and then the whole amount will be rounded off.

A person from the case-handling team revealed that an urban construction project was started in Chenzhou in 2002. Because the capital turnover is not enough, the government also stepped forward to use the housing provident fund as collateral and transferred several funds from the bank.

Reportedly, these institutions have obtained housing provident fund loans through the above methods. Some units are indeed used for employees to raise funds to build houses, but some unit leaders have invested funds in personal projects.
