In case of fire, is it illegal for the property not to use the elevator?

The Law on Safety of Special Equipment stipulates that when a building is in fire, the elevator should immediately return to the preset fire floor (generally the first floor) to stop, open the door and give a fire alarm. It is absolutely not allowed to use the elevator, so the practice of the property is completely correct.
