Article 3 All units and individuals have the responsibility and obligation to protect gas facilities, regulate gas use, prevent gas safety accidents, and have the right to stop and report acts that hinder gas safety. Chapter II Management Responsibility of the Government and Relevant Departments Article 4 Government Responsibility

(1) The Municipal People's Government shall lead the city's gas safety management, establish and improve gas safety management rules and regulations, responsibility system and departmental supervision and coordination mechanism, organize urban gas administrative departments and relevant functional departments to strengthen daily supervision and departmental linkage, and organize a special inspection of gas safety at least once a year to timely discover and solve problems existing in the safe operation of gas facilities and the safe use of gas. Hold a gas safety work dispatch meeting every six months to study and solve important problems in the field of gas safety supervision. Incorporate the funds for gas safety supervision and special funds for rectification of major safety hazards into the fiscal budget, improve the gas price formation mechanism according to market rules, and establish a financial compensation mechanism for gas operators' policy losses. If gas costs rise and policy losses are caused by government pricing behavior, laws and regulations and mandatory obligations stipulated by the government, the user's gas supply price shall be adjusted in time or full economic compensation shall be given.

(II) Qixian District People's Government and Development Zone Administrative Committee are responsible for implementing the responsibility of territorial management of gas safety, organizing relevant local departments to implement relevant laws, regulations and rules, implementing basic gas safety standards for relevant industries and places, establishing and improving gas supervision and management rules and regulations, carrying out law enforcement inspection, strengthening daily supervision of gas safety, supervising and inspecting the implementation of the Protection Plan for Gas Facilities in Construction Projects in gas filling stations, pipeline facilities and urban underground pipeline construction, and stopping those that endanger the safe operation of gas facilities according to law. Responsible for formulating special work plans such as investigation and rectification of gas hidden dangers, household safety inspection of gas users, application and popularization of gas safety protection technology, and publicity and popularization of gas safety use knowledge in this area, and report to the municipal gas administrative department for the record and organize the implementation. Dispatch gas safety management once every quarter, and make records, inspections and implementation. Gas safety supervision funds and special funds for rectification of major safety hazards are included in the fiscal budget.

(III) Township People's governments and sub-district offices shall, under the guidance of urban gas administrative departments, clarify the working institutions and personnel or equip full-time personnel to be responsible for gas safety, assist urban gas administrative departments to supervise and manage gas safety, guide communities to incorporate safe gas into community safety management networks, establish daily inspection accounts and hidden danger rectification accounts, organize regular gas safety inspections and publicity and education on users' safe gas use, notify gas operators in time when potential safety hazards are found, report to urban gas administrative departments, and urge hidden dangers to be rectified in place. Responsible for regularly informing gas operators about the safe use of gas in the region, implementing the responsibility of gas safety publicity, cooperating with gas operators to carry out safety inspection of users' homes, and urging gas users to timely rectify the hidden dangers of gas use. Responsible for organizing various forms of gas safety public welfare publicity activities during the "Safety Production Month" and before important holidays. Article 5 Responsibilities of relevant departments

(1) Administrative department of urban and rural construction: The municipal administrative department of urban and rural construction is the administrative department of urban gas in this Municipality, and is responsible for the comprehensive management of gas safety in this Municipality. Responsible for organizing the implementation of relevant laws, regulations and rules on gas management, studying and formulating the norms for the safe use of gas and the management system for ensuring the safe operation of gas facilities, and jointly with relevant departments, defining the basic safety requirements for the use of gas by relevant industries, places and residents.

Responsible for gas business license and gas burning appliances installation and maintenance qualification license, investigate and deal with illegal business activities such as operating gas without permission, installing and maintaining gas burning appliances, and organize the clean-up of illegally established gas business and burning appliances maintenance sites. Responsible for the approval and management of gas construction projects such as gas stations and gas facilities, supervise the implementation of gas facilities protection planning in urban underground pipeline construction, and investigate and deal with illegal acts that endanger the safe operation of gas facilities according to law.

Organize the implementation of the professional training and assessment system for the main person in charge of gas operators, safety production management personnel and operation and maintenance emergency repair personnel, and the training system for gas safety knowledge and operation skills of unit gas user management personnel and operation and maintenance personnel. Responsible for the formulation of annual work plans for special work such as investigation and rectification of gas safety hazards, household safety inspection of gas users, application and promotion of gas safety protection technology, and publicity and popularization of gas safety use knowledge, and organize their implementation. Establish and implement the monthly dispatching system for gas safety management, so that it is recorded, inspected and implemented.

(2) The administrative department of quality and technical supervision: responsible for the safety supervision of gas pressure vessels and pressure pipelines, the supervision and management of gas cylinder filling and inspection, and the implementation of the gas cylinder filling license and the system of holding certificates for special equipment operators. Investigate and deal with illegal acts such as unauthorized filling of gas cylinders, filling of gas cylinders beyond the permitted scope, filling of non-proprietary gas cylinders, expired gas cylinders, filling, modification, renovation, scrapping of gas cylinders, and adulteration to make false sales of gas.

Responsible for the first compulsory verification of gas meters before installation and use, and supervise and manage the compulsory verification of gas safety protection facilities and equipment. Organize and supervise gas filling units to establish electronic technical archives of gas cylinders and implement digital management of "one bottle and one yard"; Supervise and inspect the product quality of gas burning appliances manufacturing enterprises, and investigate and deal with illegal acts of producing unqualified products according to law.

(3) The administrative department for industry and commerce: responsible for investigating and dealing with illegal acts such as operating gas without a license, selling unqualified gas burning appliances and connecting pipes according to law. Effectively fulfill the obligation of "double notification" according to law. When a gas supply enterprise newly establishes, changes or cancels its business license, it shall inform the competent department of city gas administration and inform the parties not to engage in gas business activities without obtaining the relevant license.

(4) Planning administrative department: responsible for the implementation of special planning for gas infrastructure, ensuring or reserving land for infrastructure construction, and fully considering the fire safety distance between construction projects and gas facilities when handling planning permission. Establish a perfect underground pipeline management information system to provide accurate and complete information on urban underground gas facilities to the construction unit. Delineate the protection scope of gas facilities in conjunction with the gas administrative department.

(5) Urban management administrative law enforcement department: Dismantle illegal buildings and structures that occupy gas pipelines and endanger public safety according to law.

(6) Transportation administrative department: responsible for strictly supervising gas transportation units and vehicles, implementing a license system for the transportation of dangerous goods, and investigating and punishing illegal acts of enterprises and individuals such as transporting without a license and using vehicles that do not meet the transportation safety regulations according to law.

(7) Public security department: investigate and deal with illegal cases of buying, selling, storing and transporting gas, illegal cases of stealing and destroying gas pipeline facilities, and criminal cases of suspected crimes and gas accidents in gas management. Delineate the driving route and transit time of gas transport vehicles in urban areas, and investigate and deal with illegal acts such as unlicensed transportation and driving without the prescribed driving route and transit time.

The public security fire department shall be responsible for the fire engineering audit and fire engineering acceptance (filing) administrative license of gas engineering construction projects according to law.

(eight) housing security and housing management administrative departments: responsible for investigating and dealing with unauthorized changes in the structure and use of houses that affect gas safety. Guide and supervise the property service units with full-time and part-time gas safety management personnel, organize the necessary gas safety knowledge training, and cooperate with the city gas administrative departments and gas operators to carry out gas safety management.

(9) The competent meteorological department: organize the implementation of the system of design review and completion acceptance of lightning protection and antistatic devices for urban gas construction projects, and guide gas operators to do a good job in the detection of lightning protection and antistatic devices for urban gas facilities and equipment.

(10) Commercial department: Conduct safety inspection on gas consumption of commercial gas users together with relevant departments, and educate and guide commercial gas users to use gas safely.

(11) Safety production supervision and management departments: supervise, inspect and comprehensively supervise the implementation of relevant laws, regulations and rules by regions, departments and gas operators involved in gas safety management, and supervise and supervise key safety hazards. Responsible for the supervision and management of the safe use of chemical fuels other than town gas instead of town gas. Organize the investigation of gas safety production accidents according to law.

(twelve) news, radio, television and other related units: responsible for the publicity and education of gas safety to the society.

(13) Supervisory organ: Supervise the government, departments and their staff to perform their duties of gas safety supervision and management, and hold the departments, units and their staff accountable and punished for gas accidents.
