What does affordable housing mean?

Affordable rental housing is a housing that is organized by the government or raised by other means and rented to eligible families or individuals with housing difficulties in cities and towns. A few days ago, the General Office of the State Council issued the Opinions on Accelerating the Development of Affordable Rental Housing, which clarified the basic system and supporting policies of affordable rental housing.

Mainly solve the housing difficulties of eligible new citizens, teenagers and other groups;

Mainly small-sized units with a construction area of not more than 70 square meters;

The rent is lower than the rental housing rent in the same lot and the same quality market;

The specific conditions for entry and exit and the specific area of small-sized houses are reasonably determined by the city people's government in accordance with the principle of basic guarantee.

2. Who will participate in the supply?

The government will give land, taxation, finance and other policy support, give full play to the role of market mechanism, guide multi-subject investment and multi-channel supply, and adhere to the principle of "whoever invests, who owns";

Mainly use collectively owned construction land, idle land of enterprises and institutions, supporting land of industrial parks and idle housing construction, appropriately use newly supplied state-owned construction land for construction, and reasonably support commercial service facilities;

Support specialized large-scale housing leasing enterprises to build and operate affordable rental housing.

3. What support policies are there?

Land support policy—

In big cities with net inflow of population and cities determined by provincial people's governments, with the consent of urban people's governments.

1) We can explore the use of collective operating construction land to build affordable rental housing.

2) Support the construction of affordable rental housing by using collectively operated construction land in urban areas, industrial parks or convenient transportation areas.

3) Rural collective economic organizations can build and operate affordable rental houses through self-construction, joint venture or shareholding.

4) The land that enterprises and institutions have obtained the right to use according to law can be used for the construction of affordable rental housing on the premise of conforming to the planning, unchanged ownership, meeting safety requirements and respecting the wishes of the masses.

5) Allow land users to build and operate affordable rental houses by themselves or in cooperation with other market entities.

6) On the premise of ensuring safety, the upper limit of land area for supporting the construction of administrative office and living service facilities for industrial projects in the industrial park can be increased from 7% of the total land area of the project to 15%, and the upper limit of building area can be increased accordingly. The increase is mainly used for the construction of dormitory-type affordable rental housing, and the construction of complete sets of commercial housing is strictly prohibited.

7) According to the principle of job-residence balance, increase the supply ratio of affordable rental housing in residential land.

8) The land for affordable rental housing can be supplied through transfer, lease or allocation.

9) Newly-built ordinary commodity housing projects can be equipped with a certain proportion of affordable rental housing.

Simplify the approval process-

1) All localities should streamline the examination and approval items and links of affordable rental housing projects.

2) The municipal and county people's governments can organize relevant departments to jointly review the construction plan by using non-residential stock land and non-residential stock houses, and the relevant departments can go through the procedures of project establishment, land use, planning, construction, fire control, etc. after issuing the confirmation letter of the affordable rental housing project.

3) For projects that do not involve the change of land ownership, existing land use procedures and other materials can be used as land certification documents, and land use procedures are no longer needed.

4) Explore merging the project construction permit and construction permit into one stage.

Give support to the central subsidy funds-

The central government subsidizes the construction of eligible affordable rental housing through existing funding channels.

Reduce the burden of taxes and fees-

1) Use non-residential stock land and non-residential stock houses to build affordable rental housing. After obtaining the confirmation letter of affordable rental housing project, preferential tax policies such as housing rental value-added tax and property tax shall be applied mutatis mutandis.

2) Free of supporting fees for urban infrastructure for affordable rental housing projects.

Implementing the price of civil water and electricity-

Using non-residential stock land and non-residential stock houses to build affordable rental housing, after obtaining the confirmation letter of affordable rental housing project, the prices of water, electricity and gas shall be implemented according to the residents' standards.

Financial support—

1) Support banking financial institutions to provide long-term loans to self-sustaining entities of affordable rental housing in a market-oriented manner; In accordance with the principles of legal compliance, risk control and commercial sustainability, loans are provided to housing leasing enterprises that rebuild and transform existing houses to form non-proprietary affordable rental houses.

2) Support enterprises to issue corporate bonds, corporate bonds, non-financial corporate debt financing instruments and other corporate credit bonds for the construction and operation of affordable rental housing.

3) If an enterprise holds and operates affordable rental housing with sustained and stable cash flow, it can use property mortgage as a credit enhancement and issue housing lease guarantee bonds.

4) Support commercial insurance funds to participate in the construction of affordable rental housing according to the principle of marketization.
