Does the market supervision bureau have jurisdiction over illegal water and power cuts?

The market supervision bureau has the right to govern illegal water and power cuts in the property, if it involves violation of laws and regulations.

According to the Law of People's Republic of China (PRC) Municipality on Market Supervision and Management, the market supervision and management department may take the following measures to perform its duties according to law:

(a) to enter the business premises suspected of violating the laws and regulations on market supervision and management for on-site inspection;

(2) consulting and copying contracts, documents, account books, licenses and other relevant materials related to suspected illegal acts;

(3) To seal up or detain places, facilities and property related to suspected illegal acts, and with the approval of the person in charge of the market supervision and administration department at or above the municipal level or the market supervision and administration department at the county level, the places, facilities and property related to suspected illegal acts may be sealed up;

(four) the units or individuals that have evidence to prove that their business activities violate the laws, regulations or other relevant provisions of market supervision and management shall be ordered to stop their business activities;

(five) to engage in business activities in violation of market supervision and management laws, regulations or other relevant provisions, administrative penalties may be given.

Therefore, if the property company is involved in illegal water and power cuts, it can complain and report to the local market supervision department.
