Promote the establishment of party organizations by owners' committees and property service enterprises, establish a cooperative operation mechanism of community neighborhood committees, owners' committees and property service enterprises under the guidance of party building, strengthen the territorial management responsibility of streets for residential property management activities, implement the management responsibility of government functional departments, communities and franchisees for residential affairs, and promote urban management departments to enforce the law into residential areas.

The Notice also clarifies that the governance structure of the owners' committee should be improved, the staffing of the owners' committee should be optimized, the election of the owners' committee should be strengthened, and "two representatives and one member" should be encouraged to stand for election as members of the owners' committee.
