Ministry of Housing and Urban-Rural Development: Establish a red and black list system for property service enterprises

In order to speed up the development of the property service industry and meet the people's growing needs for a better life, on June 5, 65438, the Ministry of Housing and Urban-Rural Development, the Central Political and Legal Committee, the Central Civilization Office and other departments jointly issued the Notice on Strengthening and Improving Residential Property Management. The circular puts forward requirements for improving the level and efficiency of residential property management from six aspects: integrating into the grass-roots social governance system, improving the governance structure of owners' committees, improving the service level of property management, promoting the development of life service industry, standardizing the management of maintenance funds and strengthening the supervision and management of property services.

The "Notice" first emphasizes upholding and strengthening the party's leadership over property management and promoting the integration of property management into the grassroots social governance system. Promote the establishment of party organizations by owners' committees and property service enterprises, establish a cooperative operation mechanism of community neighborhood committees, owners' committees and property service enterprises under the guidance of party building, strengthen the territorial management responsibility of streets for residential property management activities, implement the management responsibility of government functional departments, communities and franchisees for residential affairs, and promote urban management departments to enforce the law into residential areas.

The Notice also clarifies that the governance structure of the owners' committee should be improved, the staffing of the owners' committee should be optimized, the election of the owners' committee should be strengthened, and "two representatives and one member" should be encouraged to stand for election as members of the owners' committee. Expand the scope of decision-making matters of the owners' committee, strengthen the supervision of the owners' committee, increase the publicity of decision-making matters and operational information of the owners' committee, and establish the error correction and withdrawal mechanism of the owners' committee.

The Notice puts forward a number of requirements for improving the service level of property management. For example, implement the main responsibility of service quality of property service enterprises, and improve the quality of property service by improving the service quality guarantee system, creating excellent projects and large-scale operation. Improve the formation mechanism of property service prices and establish a dynamic adjustment mechanism. Carry out vocational skills training and competitions to improve the overall quality and skill level of employees. At the same time, property service enterprises are encouraged to strengthen the capacity building of smart property management services, and use technologies such as Internet of Things, cloud computing, big data, blockchain and artificial intelligence to improve the level of smart property management services. Promote the integrated development of online and offline services, encourage property service enterprises to carry out extended services such as pension, childcare and housekeeping, and explore the "property service+life service" model. Guide property service enterprises to provide customized products and personalized services through the smart property management service platform, and realize one-click appointment and on-site service.

The notice further standardized the property management system. For example, standardize the use and management of maintenance funds, increase the collection of maintenance funds, optimize the use process of maintenance funds, and improve the efficiency of maintenance funds. Improve the professional and standardized management level of maintenance fund management institutions. Select the best bank to manage special accounts and control the number of banks that manage special accounts. The notice also calls for the establishment of a property service information publicity system and a property service enterprise credit management system, strengthening the application of credit information in project bidding and government procurement, optimizing the market competition environment, improving the property management bidding system, strengthening the market exit mechanism, and establishing a red and black list system for property service enterprises to promote the formation of a market environment in which the fittest survive.
