Is it legal for owners to collect parking fees?

Legal analysis: It is legal. The owners' congress or the owners' committee decides to entrust the property to collect parking fees on their behalf. At the same time, the property can get related services and maintenance costs. Property service charges refer to the fees charged by property management enterprises to the owners for the maintenance, conservation and management of houses, supporting facilities and equipment and related sites, and for maintaining environmental sanitation and order in relevant areas.

Legal basis: Article 274 of the Civil Law of People's Republic of China (PRC), the roads within the building division are owned by the owners, except those belonging to urban roads. The green space within the building division belongs to the owner, except for urban public green space or express personal green space. Other public places, public facilities and property services within the building division are owned by the owner.
