District (county) people's government agriculture and rural areas, rural revitalization, water conservancy, ecological environment, health, market supervision and management, natural resources, forestry and grassland, finance, civil affairs and other departments. Township (town) people's governments and sub-district offices shall organize the implementation of urban and rural environmental sanitation management in their respective jurisdictions in accordance with the provisions of these regulations.
Village (neighborhood) committees assist township (town) people's governments and sub-district offices to carry out urban and rural environmental sanitation management, and mobilize and organize village (neighborhood) people to carry out environmental sanitation management activities. Sixth city, district (county) people's government housing and urban and rural construction and other relevant departments should organize publicity and education of urban and rural environmental sanitation laws, regulations and scientific knowledge, and enhance citizens' awareness of environmental sanitation responsibility.
Schools should strengthen patriotic health education for students and cultivate students to develop good habits of caring for environmental health.
Radio, television, newspapers, internet and other media should carry out public welfare publicity on urban and rural environmental sanitation, and strengthen public opinion supervision on urban and rural environmental sanitation violations. Article 7 All units and individuals shall respect the work of sanitation workers.
Sanitation enterprises and institutions should actively improve the working conditions of sanitation workers and protect their legitimate rights and interests according to law.
Encourage units and individuals to provide sanitation workers with free temporary rest, drinking tea, heating meals, shelter from the wind and rain and other convenient services. Article 8 All units and individuals have the right to enjoy a clean and beautiful environment, and at the same time have the obligation to maintain environmental sanitation and care for environmental sanitation facilities.
Encourage and support social organizations and individuals to participate in urban and rural environmental sanitation volunteer services and public welfare activities. Chapter II Management of Urban Environmental Sanitation Article 9 The responsible areas and persons of urban environmental sanitation shall be determined by the housing and urban-rural construction department of the district (county) people's government in conjunction with the township (town) people's government and sub-district offices in accordance with the following provisions, and shall be announced to the public:
(a) the main roads, underground passages, parks, squares, green spaces, public toilets and other public areas in the city shall be responsible for the environmental sanitation management and landscaping departments of the districts (counties) in accordance with the division of responsibilities;
(two) residential areas, streets, by the village (neighborhood) committees responsible for the implementation of property management in residential areas, by the property service enterprises;
(three) shopping malls, supermarkets, bazaars, exhibition venues, hotels, restaurants, entertainment venues and other places and all kinds of stalls, by the operators;
(four) the facilities in airports, stations, parking lots, bus stops and their areas shall be in the charge of the management unit;
(five) ancillary facilities of urban roads and bridges and public facilities such as electricity, telecommunications, postal services, water supply, gas supply, heat supply, street lamps and traffic lights. Responsible by the management unit;
(six) rivers, reservoirs and other waters, managed by the management unit;
(seven) the land to be built is the responsibility of the land use right holder, the construction site is the responsibility of the construction unit, and the construction unit is responsible for the construction period;
(eight) scenic spots, culture, sports and other public places by the management unit;
(nine) the administrative areas of organs, organizations, troops, schools and other enterprises and institutions shall be in charge of this unit;
If the owner, user, operator and management unit have an agreement on environmental sanitation responsibility, such agreement shall prevail. Tenth environmental sanitation responsibility area or responsible person is not clear, determined by the local township (town) people's government, street offices; If the responsible person is unclear due to cross-administrative responsibility, it shall be determined by the housing and urban-rural construction department of the people's government at the next higher level and informed in writing. The housing and urban-rural construction department of the district (county) people's government shall conduct daily inspections on the sanitary conditions of the environmental sanitation responsibility area. Article 11 The person in charge of the urban environmental sanitation responsibility area shall undertake the obligation of cleaning the responsibility area, stop and report the behaviors that damage the environmental sanitation in time, and perform the following responsibilities:
(a) to keep the city clean and tidy, and shall not post, scribble, depict or hang items;
(two) keep the environment clean and tidy, no exposed garbage, feces, sewage, no stains, no muck, no breeding grounds for mosquitoes and flies;
(three) to keep the facilities and green space in the area of responsibility clean and tidy. Article 12 Operators purchasing waste materials shall keep the purchasing place clean and tidy, and shall not throw or burn waste materials. Operators of waste materials storage places shall take measures such as enclosure and coverage for the purchased waste materials, and shall not pollute the surrounding environment. Thirteenth enterprises engaged in the cleaning, collection and transportation of domestic garbage shall not carry out the following acts:
(1) Dumping, scattering or stacking domestic garbage at will;
(2) Discarding or scattering domestic garbage along the way during transportation;
(three) other acts that damage public health as prescribed by laws and regulations.
