Legal analysis: Property companies restrict residents' use of elevator services by threatening to swipe their cards, which infringes on the rights and interests of owners. Moreover, the elevator is a part of the house, the ownership belongs to the owner, and the property has no right to set obstacles to use. If it is clearly stipulated in the purchase contract that the property fee of the residential area where residents live includes the elevator use fee, but the owner fails to pay the property fee, the property company can solve it through legal channels.

Legal basis: Article 272 of the Civil Law of People's Republic of China (PRC), the owner has the right to possess, use, profit from and dispose of the exclusive part of his building. The owner's exercise of rights shall not endanger the safety of the building or damage the legitimate rights and interests of other owners.
