The Ministry of Construction's "Guiding Rules for the Work of Owners' Congress and Owners' Committee" stipulates that the working expenses of owners' congress and owners' Committee shall be borne by all owners. Working expenses can be shared by the owners or collected from some operating income of the property. Beijing stipulates that the specific way of raising and using relevant work funds shall be decided by the owners' meeting.

Legal basis: Article 42 of the Guiding Rules for Owners' Congress and Owners' Committee stipulates that all owners shall bear the working expenses of the owners' congress and owners' committee. Working expenses can be shared by the owners or collected from some operating income of the property. The income and expenditure of working funds shall be published regularly in the property management area and subject to the supervision of the owners. The specific measures for raising, managing and using working funds shall be decided by the owners' meeting.

In the first paragraph of Article 39 of the Guiding Rules for Owners' Congress and Owners' Committee of Beijing Residential Areas, the owners' committee may be established, and a board of supervisors may be established, and financial personnel, secretaries and other staff members may be employed. The specific methods for raising and using relevant working funds shall be decided by the owners' meeting.
