Because it is troublesome to transfer organizational relations, these people often do not transfer, claiming to return to their original units to participate in organizational life; (4) party member among the laid-off workers of state-owned enterprises. These people returned to the street community after being laid off, but most of them remained in the original enterprise party organization; (5) party member, a veteran of party member, was employed after graduating from university. Some of these people have been assigned for as long as one year, and during the "job hunting" period, most of them can't transfer organizational relations in time. Even if the organizational relationship is transferred, it is more difficult to participate in organizational life, and they are basically in an "unorganized" state; (6) party member among the floating talents. Most of these personnel are scientific and technological talents with high mobility, and some party member have a weak political consciousness and have been divorced from the organization for a long time.
(4) The working mechanism is not perfect. According to the survey, some community party branch secretaries regard "studying the documents and regulations of higher party organizations in general party membership meeting" as the main form of community party organization activities. This way of working is difficult to attract party member and give full play to the leading core role of community party organizations.
