Property fees are regulated by the market. If the price exceeds the market standard a lot after negotiation, why will it face audit risk and the price department will disagree?

Article 41 of the Regulations on Property Management stipulates that property service charges should follow the principles of reasonableness, openness, and adaptability between fees and service levels, and distinguish the nature and characteristics of different properties. Owners and property service enterprises shall, according to the measures for charging property services formulated by the competent price department of the State Council in conjunction with the competent construction administrative department of the State Council, stipulate in the property service contract.

According to Article 6 of the Measures for the Administration of Property Service Charges issued by the National Development and Reform Commission and the Ministry of Construction, according to the nature and characteristics of different properties, property service charges are subject to government-guided prices and market-regulated prices. The specific pricing form shall be determined by the price departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government in conjunction with the real estate administrative departments. Article 7 points out: If the property service charges are guided by the government, the price department of the people's government with pricing power shall, jointly with the real estate administrative department, formulate the corresponding benchmark price and its floating range according to factors such as the standard of property management service level, and publish it regularly. The specific charging standard is agreed by the owner and the property management enterprise in the property service contract according to the specified benchmark price and floating range.

Therefore, the property fees in different cities generally have government-guided prices, which obviously exceed the government-guided prices, and the price departments should take corresponding intervention measures.
