Environmental sanitation facilities on both sides of primary and secondary roads and key areas shall be the responsibility of the administrative department of city appearance and environmental sanitation; Property management service enterprises are responsible for the implementation of property management in residential areas; Residential areas that have not implemented property management are responsible for the neighborhood offices and the Town People's Government; Other areas are under the responsibility of the management unit or relevant responsible units.

Environmental sanitation and cleaning responsibility units shall allocate garbage containers and waste bins within their areas of responsibility.

In violation of regulations, the configuration does not meet the requirements or garbage containers and waste bins are not configured, and it shall be ordered to make corrections within a time limit.

Article 47 Environmental sanitation facilities shall be kept intact. If it is damaged, it shall be repaired or updated or reset in time. Clear property rights, the property unit is responsible for; If the property right is unclear, the administrative department of city appearance and environmental sanitation shall be responsible for it. In violation of the provisions, it shall be ordered to make corrections within a time limit.

If the original facilities do not meet the standards, they should be transformed.

Forty-eighth environmental sanitation facilities shall be kept clean and tidy by the management unit or the property right unit, and shall be disinfected regularly to meet the environmental sanitation quality standards. Forty-ninth new construction, renovation and expansion projects must be built and equipped with environmental sanitation facilities in accordance with the environmental sanitation professional planning and environmental sanitation facilities setting standards, and designed, constructed and put into use at the same time as the main project, and the required funds should be included in the total investment of the construction project. In violation of regulations, it shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine shall be imposed in accordance with the design cost of the facility of more than one time and less than two times.

Article 50 It is forbidden to damage, move, stop using, occupy, dismantle environmental sanitation facilities and their accessories or change their use. In violation of the provisions, it shall be ordered to restore the original state or make up the construction; Refuse to restore the original state or make up the construction, and impose a fine of 1000 yuan but not more than 30,000 yuan, and compensate the losses according to the replacement price.

"If the environmental sanitation facilities really need to be dismantled, it shall go through the licensing procedures with the demolition plan to the administrative department of city appearance and environmental sanitation. The administrative department of city appearance and environmental sanitation shall make a written decision within the statutory time limit. If the demolition is permitted, the applicant shall carry out reconstruction in different places or pay compensation according to the replacement price. Compensation fees shall be earmarked for special purposes and shall not be used for other purposes.
