Decisions on other matters specified in the preceding paragraph shall be subject to the consent of the owners whose exclusive parts account for more than half of the total building area and more than half of the total number of people.

The above provisions are the contents of the Property Management Regulations revised in 2007, not the Property Law.

The old version of the Property Management Regulations and the Shanghai Property Management Regulations you mentioned only need 2/3 to select a property service company, and the new version only needs 1/2.
