Article 3 The term "six packages in front of the door" as mentioned in these Measures refers to the system in which the responsible person guarantees the city appearance, sanitation, greening, facilities, statements and responsibilities within the scope of his responsibility. Article 4 The principle of unified leadership, graded responsibility, compartmentalization, public participation and fine governance shall be implemented in the responsibility system of "six packages in front of the door". Neighborhood offices and township (town) people's governments shall, in accordance with the principle of territorial management, be responsible for delineating the responsibility area of "six bags in front of the door", sign the responsibility letter of "six bags in front of the door" with the responsible persons within their respective jurisdictions every year, and supervise and inspect the implementation of the responsibility system of "six bags in front of the door" by the responsible persons.

The competent administrative department of ecological environment is responsible for investigating and handling environmental violations.

Other relevant administrative departments shall, in accordance with their respective responsibilities, do a good job in the relevant work of the "six packages in front of the door" responsibility system. Seventh city and county (District) people's governments and park management committees should strengthen the publicity and education of the responsibility system of "six packages in front of the door", create an atmosphere in which the whole society participates in urban management, and enhance citizens' awareness of urban environmental protection. Garbage should be classified and placed according to regulations, and garbage and sewage should not be poured into sewers or swept out of the responsibility area; Do not burn garbage, fallen leaves, hay and other wastes, and keep the outlet of catering flue (chimney) clean; Standardize the placement of all kinds of garbage collection containers, the ground and facade of garbage collection containers and the surrounding areas are clean, and the main street-facing restaurants do not place kitchen garbage collection containers on the street; In case of rain and snow, the responsible person shall promptly clean up the accumulated water, snow and ice, and keep the ground free of accumulated water, snow and ice.

(3) Greening: No trampling on green land, no damage to seedlings, no unauthorized picking of flowers and fruits, no nailing on trees, no erection of wires and no tying of articles; Do not cut, transplant or trim trees without authorization; Shall not damage the green fences, signs, flower ponds and other green facilities; Do not dump garbage, sewage and sundries into the green space.

(4) Facilities: public facilities such as sidewalk manhole covers, rain grates, street signs, leisure seats, garbage bins, isolation guardrails, power communication, transportation facilities, fire control facilities and sanitation facilities shall not be dismantled, moved or damaged without authorization; The responsible person shall cooperate with the relevant units to maintain the public facilities in the area of responsibility. When the public facilities are found to be displaced, misplaced or not closed in time, the responsible person shall report to the relevant units in time and can be reset or closed; If the responsible person finds that the public facilities are damaged, it shall notify the relevant units to maintain them in time.

(5) Reporting: If the responsible person finds that there are acts that undermine the city order, environmental sanitation, greening management and public facilities within the scope of responsibility, he shall dissuade and stop them in time, and report and complain to the relevant administrative departments to assist in handling them.

(VI) Contracting responsibility: The responsible person shall perform the management and maintenance responsibilities within the responsibility area in accordance with the provisions of the "six packages in front of the door" responsibility system.
