When handing over the house, the developer should provide the house acceptance certificate to the buyers. If the purchased commercial house is residential, it is also necessary to provide a residential quality guarantee and a residential instruction manual. If the documents provided by the developer are incomplete, the owner can reject the house without paying the property fee.
3. If the quality of the property service is unqualified, you can refuse to pay the property fee.
If the quality of property service is not up to standard and fails to perform its obligations, the owner may investigate the liability for breach of contract according to law, demand to continue to perform and compensate for the losses, or refuse to pay the property fee.
4. Property management companies can refuse to pay property fees if they use public areas to operate.
According to the "Regulations on Property Management", a property company should obtain the consent of the owner when using the parts of the property to operate. If the property management company occupies public areas or equipment without the consent of the owner, the owner has the right to refuse to pay the property fee.
