Do property management companies have to be qualified to take up their posts?

The second paragraph of Article 32 of the Property Management Regulations stipulates: "The state implements a qualification management system for enterprises engaged in property management activities. The specific measures shall be formulated by the construction administrative department of the State Council. " According to the Regulations on Property Management, the Measures stipulate the qualifications of first-,second-and third-class property management enterprises respectively, and put forward requirements for the management performance of property management enterprises. However, because the newly established enterprises have not yet engaged in property management business and have no property management performance, they cannot meet the qualification conditions of property management enterprises. The "Measures" stipulate that the qualification level of newly established enterprises shall be approved according to the lowest level, with a temporary period of one year. In the interim period, if the enterprise fails to undertake the property management project, its qualification is invalid; Enterprises undertaking property management projects may apply for Grade III and above qualifications in accordance with the provisions of the Measures.
