Measures of Zhengzhou Municipality on the Administration of Removing Snow and Ice

Article 1 These Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality in order to clear the ice and snow on roads in time and ensure smooth roads, safety and cleanliness of the city. Article 2 These Measures shall apply to the management of snow and ice removal in the built-up areas of this Municipality. Article 3 The principle of unified leadership, graded responsibility, the combination of professional cleaning and social cleaning, and the combination of normal cleaning and emergency treatment shall be implemented in the snow and ice removal work. Fourth city management department is responsible for the management of clearing ice and snow in this city; The district urban management department is responsible for the management of ice and snow removal within its jurisdiction;

Management agencies such as Zhengdong New District, Zhengzhou High-tech Industrial Development Zone, Zhengzhou Economic and Technological Development Zone, Zhengzhou Airport Area, Zhengzhou Yellow River Eco-tourism Scenic Area and Zhengzhou Railway Station Area are responsible for the management of snow removal within their respective administrative areas.

The relevant departments of the municipal government shall, in accordance with their respective responsibilities, coordinate in the management of snow and ice removal. Fifth District People's government and its sub-district offices shall timely organize relevant units or individuals to complete the task of removing ice and snow.

All organs, organizations, military units, enterprises, institutions and individuals have the obligation to remove ice and snow. Sixth city and district urban management departments shall, jointly with relevant departments, prepare emergency plans for snow removal, and organize their implementation after approval by the people's government at the same level. Article 7 The municipal and district people's governments shall provide necessary protection for important materials and equipment used for ice and snow removal. Eighth ice and snow removal according to the following duties:

(a) urban overpasses, underpasses, pedestrian overpasses, culverts and ramps, urban primary and secondary roads and expressways, and the municipal and district sanitation professional teams are responsible for removing ice and snow;

(two) the ice and snow along the fence, buildings and other places to the sidewalk, extending to the branch of the road center line, back streets and alleys, removed by the units along the street; Other road sections are cleaned up by the street office;

(3) The ice and snow in public places such as squares, parks, gardens, public parking lots, airports, railway stations, bazaars and various exhibition halls shall be removed by the management unit;

(four) the ice and snow in the residential area shall be removed by the property management company or the residential area. Ninth removal of ice and snow should be carried out in a timely manner to ensure the smooth flow of carriageways, sidewalks and non-motor vehicle lanes; Snow during the day should be cleared immediately after it stops, and snow at night should be cleared immediately after going to work the next day.

Snow removal operations shall be carried out in strict accordance with the national technical specifications for snow removal operations on urban roads. Tenth strictly limit the use of snowmelt products. Snow melting agent can be used to remove snow and ice in the following range:

(1) Urban overpasses, viaducts and footbridges;

(two) the intersection of urban primary and secondary roads;

(3) Upper and lower approach slopes of underground tunnels and culverts;

(four) other sections or places as prescribed by the Municipal People's government.

In addition to the areas specified in the preceding paragraph, it is strictly prohibited to use snow melting agent and other harmful substances that may corrode and damage municipal public facilities, damage flowers, trees and pollute the environment to remove snow and ice. Article 11 Snow and ice without deicing agent can be treated on the spot according to local conditions, and can be stacked in places that do not affect the passage of pedestrians, non-motor vehicles and motor vehicles, or around tree ponds, flower beds, green belts, parks and rivers.

Snow and ice containing snow melting agent shall be collected, transported and treated separately, and transported to the designated place in time, and shall not be piled up around the flower beds on both sides of the road and the green belts along the street. Twelfth snow removal shall not have the following acts

(a) stacking and spreading snow on the roadway and sidewalk;

(2) Dumping ice and snow into rain and sewage wells;

(3) stacking and dumping ice and snow around bus stops and garbage bins;

(four) dumping garbage, dirt, sewage and other wastes on the ice and snow piles;

(five) unauthorized removal or damage to road traffic facilities and other public facilities. Thirteenth parks, squares, gardens and other public places can be designated according to the actual situation, to facilitate the public to enjoy the snow. Article 14 The person in charge of ice and snow removal may entrust a social unit with the ability to remove ice and snow with compensation. Fifteenth units or individuals that have made outstanding contributions to the task of clearing large areas of ice and snow shall be commended by the municipal and district people's governments. Sixteenth in violation of the provisions of these measures tenth, eleventh and twelfth, the district urban management department shall order it to make corrections within a time limit, and may impose a fine of more than 500 yuan 100 yuan. Seventeenth for failing to perform the responsibility of removing ice and snow or not according to the time and standard to remove ice and snow, the urban management department of the district where it is located shall order it to be removed within a time limit; If it is not cleared within the time limit, it shall be cleared by the district urban management department, and the expenses required shall be borne by the responsible person, and a fine of 5 yuan per square meter shall be imposed. Article 18 If the staff of the urban management department neglect their duties, abuse their powers, neglect their duties or engage in malpractices for selfish ends in the management of ice and snow removal, they shall be dealt with according to law by their units or the competent department at a higher level. On February 3, 2000, Zhengzhou Municipal People's Government issued the Regulations on Snow Removal in Winter (Decree No.84 of Zhengzhou Municipal People's Government) which was abolished at the same time.
