1. The heating fee standard for employees and retirees of government agencies and institutions in each heating period is raised from the current standard to: provincial 1550 yuan, departmental 1 100 yuan, departmental 950 yuan, and departmental and below 800 yuan;

3. The heating fee standard for rural low-income households and rural five-guarantee households in each heating period is raised from the current standard to 200 yuan.

The distribution of heating expenses for retirees is as follows:

1. On-the-job personnel and retirees of government agencies and institutions;

2. Urban low-income households;

3. Rural low-income households and rural five-guarantee households.

The heating fee includes the following parts:

1. Heating cost includes heating production cost and period cost. The production cost of heating refers to the direct costs such as fuel, electricity, water, depreciation of fixed assets, repair and wages that should be included in the heating cost; The expenses during the heating period refer to the operating expenses, management expenses and financial expenses arising from the organization and management of heating production and operation;

2. Taxes refer to the taxes payable by heating enterprises (units) for the production and supply of heat;

3. Profit refers to the reasonable income that heating enterprises (units) should get. At this stage, it is approved according to the cost profit rate, and gradually transitions to the approval according to the return on net assets.

If the employee rents the house to another person, the central headquarters or time service department will charge the owner of the house. Users who rent directly from the central headquarters or the timing service department shall pay the heating fee by the lessee.
