The accident happened on the morning of May 1 20265438. Because Xinli Semiconductor Co., Ltd. and Shanwei Jingxin Technology Co., Ltd. signed a contract before, entrusting the water pipe connection, parts replacement, water tank maintenance and some cleaning operations to each other, so just this morning, four workers from Shanwei Jin Xin Technology Co., Ltd. came to the water tank operation area.

But what I didn't expect was that these four operators didn't really implement some important regulations for working in limited space because of their poor training. This rule is that when working in a limited space, it must be ventilated before testing before working. After ventilation, they went into the water tank without doing their homework or checking the oxygen content, which is a limited space in itself. Subsequent tests found that the oxygen content in the water tank was only 7.5%. This oxygen content is obviously lower than the environment suitable for operation. If they follow the ventilation rules before the test, the oxygen content in the water tank should not be so low that no casualties will be caused.

After the accident, both the Guangdong Provincial Safety Committee Office and the Guangdong Provincial Emergency Management Department issued documents many times before May 1, emphasizing the need to do some cleaning and equipment maintenance operations and safety precautions in key links. However, due to improper operation, the accident still occurred. This incident also exposed that some enterprises did not really abide by the safety regulations, and there were great problems in the management of some outsourced work. Many companies may manage more in their own companies, but for outsourcing companies and operations, there are some ideological negligence and management negligence, which are easy to cause some serious accidents.

According to the follow-up investigation, for Lixin Semiconductor Co., Ltd., when they signed the contract with Procter & Gamble, they did not sign the safety production management agreement, so neither company did a good job in safety education. And the survey found that the cleaning company actually has very few permanent employees, most of whom are temporary employees to carry out maintenance and cleaning operations, and these temporary employees did not complete the systematic safety training, resulting in weak safety awareness and weak safety skills of employees, which is also one of the important reasons for this accident.

The safety management of semiconductor companies is also very chaotic, and the main responsibility of overall safety management is not implemented in place, and no special safety management personnel and departments are set up according to relevant laws and regulations. The company is not equipped with emergency safety equipment required for limited space operation. Moreover, the company's supervision, approval and implementation of outsourcing business are negligent and improper.
