Chapter I General Provisions Article 1 In order to prevent and control air pollution, protect and improve the atmospheric environment, safeguard public health and promote the construction of ecological civilization, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Regulations of Shandong Province on the Prevention and Control of Air Pollution and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the prevention and control of air pollution and its supervision and management activities within the administrative area of this Municipality. Article 3 The prevention and control of air pollution should aim at improving the quality of the atmospheric environment, adhere to the principles of ecological priority, source control, comprehensive prevention and control, government-led and public participation, and implement total pollutant control and regional joint prevention and control. Article 4 The people's governments at all levels in this Municipality shall be responsible for the quality of the atmospheric environment in their respective administrative areas, implement the strictest atmospheric environmental protection system, set the goal of improving the atmospheric environmental quality by stages, control and gradually reduce the emission of atmospheric pollutants, and make the atmospheric environmental quality reach the prescribed standards and gradually improve.

City and county (District) people's governments shall incorporate the prevention and control of air pollution into the national economic and social development plan, establish a coordination mechanism for the prevention and control of air pollution, and make overall plans to solve major problems encountered in the prevention and control of air pollution.

Township people's governments and sub-district offices shall, in accordance with the work arrangements of the local county (District) people's governments, do a good job in the prevention and control of air pollution.

Residents' committees and villagers' committees shall educate and guide community residents and villagers to consciously abide by laws and regulations on the prevention and control of air pollution and actively participate in air pollution prevention and control activities. Article 5 The municipal competent department of ecological environment shall exercise unified supervision and management over the prevention and control of air pollution.

Other relevant departments of the city and county (District) shall supervise and manage the prevention and control of air pollution within their respective functions and duties. Article 6 This Municipality implements the target responsibility system and assessment system for the prevention and control of air pollution.

City and county (District) people's governments shall take the completion of air pollution prevention and control objectives and tasks as an important part of the assessment of the relevant departments of the people's governments at the same level and their responsible persons, and the people's governments at the next lower level and their responsible persons. The evaluation results shall be announced to the public. Seventh city and county (District) people's governments and their relevant departments, social organizations, schools and news media should carry out publicity and education on laws and regulations on the prevention and control of air pollution, popularize scientific knowledge on the prevention and control of air pollution, and create a good atmosphere for protecting the atmospheric environment.

Units and individuals that have made remarkable achievements in the prevention and control of air pollution shall be commended and rewarded by the people's government. Article 8 All units and individuals have the obligation to protect the atmospheric environment, and shall abide by the laws and regulations on the prevention and control of atmospheric pollution, establish the awareness of atmospheric environmental protection, and consciously practice a green, low-carbon, thrifty and civilized production and lifestyle.

Units and individuals that discharge air pollutants shall take effective measures to prevent and reduce air pollution, and shall be liable for the damage caused according to law. Chapter II Supervision and Management Article 9 In accordance with the principles of territorial management, graded responsibility, clear rights and responsibilities and comprehensive coverage, establish and improve the grid-based supervision mechanism for atmospheric environmental protection at the city, county (district), town (street) and village (residence) levels, and clarify the supervision objects, contents, standards and responsible persons. Article 10 The relevant departments shall perform their duties of supervision and management of air pollution prevention and control in accordance with the following provisions:

(a) supervision and management of industrial pollution prevention and control: the competent department of ecological environment is responsible for the supervision and management of industrial air pollution prevention and control; The competent department of development and reform is responsible for the supervision and management of industrial structure adjustment, total coal consumption control and energy structure adjustment, and is responsible for promoting the coordination of energy supply for clean and efficient use of coal in the power generation field; The competent department of industry and information technology is responsible for organizing and promoting the technological transformation and upgrading of industrial enterprises, the elimination of backward production capacity and related supervision and management, and carrying out peak-shifting production in key industries; Market supervision and management, customs and other departments shall, within the scope of their respective duties, supervise and manage the quality of petroleum products, biomass briquettes, fuels for motor vehicles, ships and off-road mobile machinery, engine oil, nitrogen oxide reductants and other additives.

(2) Supervision and management of pollution prevention from mobile sources: the competent departments of development and reform, industry and informatization, transportation and other departments are responsible for the supervision and management of the promotion of clean energy vehicles within their respective responsibilities; The competent department of ecological environment shall, jointly with the traffic administrative department of the public security organ and the competent department of transportation, supervise and manage the prevention and control of air pollution of motor vehicles; The competent department of ecological environment shall, jointly with the competent departments of transportation, housing and urban and rural construction, agriculture and rural areas, market supervision and management, water administration, etc., supervise and manage the prevention and control of air pollution by non-road mobile machinery; Transportation authorities and maritime administrative agencies are responsible for the supervision and management of air pollution prevention and control of transport vessels within their respective functions and duties, and fishery authorities are responsible for the supervision and management of air pollution prevention and control of fishing vessels.

(3) Supervision and management of dust pollution prevention and control: the competent department of ecological environment is responsible for the supervision and management of dust pollution prevention and control in the material yard of industrial enterprises; The competent department of housing and urban and rural construction is responsible for the supervision and management of dust pollution prevention and control in housing and municipal engineering construction activities and ready-mixed concrete production activities; Urban management, municipal sanitation, landscaping and other competent departments are responsible for the supervision and management of dust pollution prevention and control of municipal public facilities, urban road cleaning and landscaping, muck transportation and urban road construction activities; The competent department of transportation is responsible for the prevention and control of dust pollution in highway and port engineering construction, as well as the supervision and management of dust pollution prevention and control in ports, docks, road transport stations (fields) and highway yards; The water administrative department is responsible for the supervision and management of dust pollution prevention and control in water conservancy project construction activities; The competent agricultural and rural departments shall be responsible for the supervision and management of the prevention and control of air pollutants emitted by agricultural production activities, livestock and poultry breeding and straw burning.

(4) supervision and management of refined oil: the competent commercial department is responsible for the supervision and management of refined oil circulation; The competent department of ecological environment is responsible for the supervision and management of the comprehensive improvement of oil and gas recovery in oil depots and gas stations and the harmless treatment of fake and inferior refined oil; The market supervision and management department is responsible for the quality supervision in the field of refined oil production and circulation, and investigate and deal with unlicensed and related unlicensed production and business operations and illegal acts of refined oil drawn by relevant departments according to law.

(five) the supervision and management of other air pollution prevention and control shall be organized and implemented by the relevant departments within the scope of their respective duties.
