In order to implement the requirements of the Guiding Opinions of the General Office of the State Council on Accelerating the Construction of Electric Vehicle Charging Infrastructure (Guo Ban Fa [2015] No.73), further implement the main responsibility of local governments, fully mobilize the enthusiasm of all parties concerned, and effectively solve the problems existing in the construction of electric vehicle charging infrastructure in residential areas, the relevant requirements are hereby notified as follows:
First, strengthen the renovation of existing residential facilities.
According to the development planning and application promotion of electric vehicles and the principle of "moderately ahead", power supply enterprises should actively promote the electrification transformation of parking spaces in existing residential areas (including high-voltage self-management residential areas) in combination with the transformation of old residential areas, so as to ensure that the electricity demand of charging infrastructure in residential areas can be met. For special fixed parking spaces, the supporting power supply facilities will be upgraded according to the mode of "one meter and one parking space".
Each parking space is equipped with an electric energy meter with appropriate capacity. For public parking spaces, it is necessary to combine the actual situation of the community and the charging needs of electric vehicle users, transform supporting power supply facilities, and rationally allocate power supply capacity. The state gives special construction funds and other policy support to the electrification transformation of parking spaces in residential areas as appropriate, and local governments coordinate relevant departments and units to facilitate it.
Second, standardize the construction of new residential facilities
Newly-built residential areas should uniformly lay power supply lines to special fixed parking spaces (or reserve laying conditions), reserve the installation location and electricity consumption of meter boxes and charging facilities, and formulate the construction plan of power supply facilities for public parking spaces according to local conditions to facilitate the construction and installation of charging infrastructure.
The construction of supporting power supply facilities for parking spaces in new residential areas should be designed and constructed simultaneously with the main building. Third, do a good job in project planning.

When reviewing the construction drawings of newly-built or rebuilt residential projects, the construction drawing review institution shall review whether the charging infrastructure meets the relevant standards. The competent construction department should bring the charging infrastructure into the overall project acceptance category.
Four, guide the owners' committee to support the construction of facilities.
Local real estate (housing) administrative departments, sub-district offices or township people's governments and community neighborhood committees should take the initiative to strengthen the guidance and supervision of the owners' committees, and guide the owners to support the construction and transformation of charging infrastructure in accordance with the Model Text on the Construction and Management of Residential Charging Infrastructure for Private Users (attached).
Clarify the rights and obligations of charging infrastructure property owners, construction units, management service units and other related subjects, as well as the corresponding construction and use management processes. The owners' committee (or the management unit authorized by the owners' congress) shall, in principle, agree to and provide necessary assistance to the behavior or requirements of the property owner or long-term lessee (with a lease term of more than one year) who occupies fixed parking spaces to build charging infrastructure.
Five, give play to the main role of property rights units such as developers.
The local development and reform (energy) department shall, jointly with the real estate (housing) administrative department, adopt unified organization and special support to guide real estate development enterprises and other residential parking space property units to take the initiative to use existing parking spaces and venues to carry out charging infrastructure construction and operation.
Six, give play to the positive role of property service enterprises.
During the installation of charging infrastructure in residential areas, the realty service enterprise shall cooperate with the owners or the construction units entrusted by them, provide relevant drawings and materials in a timely manner, and actively cooperate and assist in on-site investigation and construction.
Encourage property service enterprises to use public parking spaces to build relatively centralized public charging infrastructure, and provide charging services according to user needs and the authorization of the owners' meeting. Local governments can make full use of the leverage of financial funds to give appropriate rewards to property service enterprises with active and effective supporting services and management.
Seven, innovative business operation mode.
Give full play to the role of the market in promoting the sustainable development of residential charging infrastructure, explore the market-oriented cooperation and win-win mode in which third-party charging service enterprises, property service enterprises, parking space property owners' committees and other parties participate in the construction and operation of residential charging infrastructure, and encourage the active introduction of innovative operating modes such as local centralized transformation, intelligent charging management and multi-user time-sharing lease.
Improve the daily operation and maintenance service level. Local price authorities can explore a reasonable charging mechanism for charging infrastructure construction and operation services in residential areas on the basis of strictly implementing the Notice on Issues Related to Electric Vehicle Electricity Price Policy (Electricity Price [20 14] 1668), and gradually form a sustainable market-oriented promotion model.
Eight, to carry out the work of charge liability insurance.
Accelerate the formulation of relevant regulations on liability insurance for charging infrastructure in residential areas. Manufacturers should purchase product liability insurance for charging infrastructure in residential areas, and the charging safety liability insurance should be purchased according to the principle of "whoever owns it will be insured".
Enterprises engaged in the operation of charging infrastructure must purchase safety liability insurance for the charging equipment they operate. Encourage equipment manufacturers or electric vehicle production and sales enterprises to purchase charging safety liability insurance for individual users.
Nine, strengthen the safety management of charging facilities in residential areas.
Incorporate charging infrastructure into the responsibility system for safety management in residential areas and strengthen supervision. Improve the fire and electrical safety design requirements of charging infrastructure in residential areas.
Intensify the investigation and punishment of unauthorized connection, illegal electricity use and illegal construction. Regularly inspect electrical safety, fire safety, lightning protection facilities and charging related equipment and facilities to eliminate potential safety hazards in time.
Ten, increase publicity.
Local governments, sub-district offices or township people's governments, community neighborhood committees and news media should publicize the policies, measures and effects of charging infrastructure construction in residential areas through various forms, so that residents and property enterprises can understand the policy requirements.
At the same time, strengthen the supervision of public opinion, increase the exposure of public opinion to property service enterprises that do not cooperate with or obstruct the construction of charging infrastructure in residential areas, and create a good public opinion atmosphere.
Eleven, actively carry out pilot demonstrations.
Pilot demonstrations will be carried out in batches in key cities such as Beijing, Tianjin, Hebei, Shandong, Yangtze River Delta and Pearl River Delta. The local development and reform (energy) departments shall, jointly with the real estate (housing) administrative departments, take the lead in formulating a comprehensive pilot construction plan for the construction and operation of charging infrastructure in residential areas, and organize their implementation.
