Chapter I General Provisions Article 1 In order to strengthen the construction and management of Qilu Culture (Weifang) Ecological Protection Zone, maintain and cultivate cultural ecology, inherit and carry forward Qilu culture, and strengthen cultural self-confidence, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 Qilu Culture (Weifang) Ecological Reserve (hereinafter referred to as the Reserve) was established with the approval of the Ministry of Culture and Tourism, covering the whole territory of Weifang City.

These Measures shall apply to the planning, construction, management and supervision of protected areas. Article 3 The protected area aims at inheriting and carrying forward Qilu culture with Weifang regional characteristics, and adheres to the protection principles of people-oriented, overall protection, government-led, social participation, inheritance and innovation. Article 4 The protection zone takes the protection of intangible cultural heritage as the core, and protects Weifang regional culture as a whole, including historical culture, farming culture, commercial culture, mountain and sea culture, folk culture and red culture. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the construction and management of protected areas into the national economic and social development plan, prepare the overall plan of protected areas, and include the funds for the construction and management of protected areas into the fiscal budget at the corresponding level. Article 6 The cultural and tourism departments of cities and counties (cities, districts) shall be responsible for organizing and implementing the relevant planning of protected areas, and set up special working institutions to be responsible for the daily management of protected areas.

Finance, natural resources and planning, housing and urban construction, education, commerce, sports, ethnic and religious departments are responsible for the construction of protected areas within their respective responsibilities. Article 7 The Municipal People's Government shall set up an expert committee on protected areas, which shall be responsible for the review of relevant plans and draft schemes of protected areas and the consultation, demonstration and evaluation of other major issues. Chapter II Protection of Cultural Heritage Article 11 A list system of representative items of intangible cultural heritage of cities and counties (cities, districts) shall be established.

Representative projects of county-level intangible cultural heritage are selected by the departments of culture and tourism of counties (cities, districts) and announced to the public after being approved by the people's governments of counties (cities, districts).

Representative projects of municipal intangible cultural heritage are recommended by the county (city, district) people's government, selected by the municipal department of culture and tourism, and announced to the public after approval by the Municipal People's government.

The declaration and evaluation of national and provincial intangible cultural heritage representative projects shall be implemented in accordance with the relevant provisions of the state and the province. Article 15 For representative intangible cultural heritage projects that can be transformed into cultural products by means of production, circulation and sales, the people's governments of cities and counties (cities, districts) and their relevant departments shall, on the basis of maintaining their traditional production methods, technological processes and core skills, support and guide the protection units and representative inheritors, develop cultural products and cultural services with local and ethnic characteristics and market potential, and implement productive protection. Article 16 The municipal and county (city, district) people's governments shall encourage the protected units and representative inheritors to use creative design and technological innovation to combine with industrial development and modern production and life, and implement innovative protection through creative transformation. The representative inheritors of county-level intangible cultural heritage are evaluated, identified and announced to the public by the cultural and tourism departments of counties (cities, districts).

Representative inheritors of municipal intangible cultural heritage are recommended by the departments of culture and tourism of counties (cities, districts), and the municipal departments of culture and tourism organize evaluation, identification and announcement to the public.

The evaluation and identification of representative inheritors of national and provincial intangible cultural heritage shall be carried out in accordance with the relevant provisions of the state and the province.
