Regulations of Nanchong Municipality on the Administration of Urban Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the management of urban environmental sanitation and create a clean, beautiful and civilized living environment, these Regulations are formulated in accordance with the provisions of the State Council's Regulations on the Administration of Urban Appearance and Environmental Sanitation, Sichuan's Regulations on the Comprehensive Management of Urban and Rural Environment and the actual situation of Nanchong City. Article 2 These Regulations shall apply to the environmental sanitation management and related activities in the urban planning area of Nanchong City, the town (street) planning area where the county people's government is located, and the town (township) people's government is located. Article 3 The term "urban environmental sanitation management" as mentioned in these Regulations refers to the management activities such as the collection, transportation and treatment of garbage, feces and other wastes and the planning, construction and maintenance of environmental sanitation facilities in order to keep urban roads, streets, public places and other areas clean and tidy. Fourth urban environmental sanitation work should adhere to the principles of unified leadership, graded responsibility, territorial management, public participation and social supervision. The administrative department of urban management of the Fifth Municipal People's Government shall be responsible for the management of urban environmental sanitation in the whole city.

County (city, district) people's government administrative department of urban management is responsible for the area of urban environmental sanitation management.

Neighborhood offices and town (township) people's governments are responsible for the management of urban environmental sanitation within their respective jurisdictions, and guide neighborhood (village) committees to carry out urban environmental sanitation management.

Neighborhood (village) committees shall organize and mobilize the organs, enterprises, institutions and residents (villages) within their respective jurisdictions to participate in environmental sanitation management, find out the existing problems in time, and cooperate with relevant departments to deal with them.

Development and reform, public security, environmental protection, housing and urban and rural construction, urban and rural planning, transportation, food and drug supervision, industrial and commercial administration and other functional departments shall, according to their respective responsibilities, do a good job in the supervision and management of urban environmental sanitation. Article 6 The people's governments of cities and counties (cities, districts) shall incorporate urban environmental sanitation into the national economic and social development plan, and include the funds needed for urban environmental sanitation into the fiscal budget to guarantee it. Seventh urban environmental sanitation services gradually implement specialization and socialization, and encourage all kinds of market players to invest and engage in urban environmental sanitation.

Encourage and support scientific and technological research on environmental sanitation, popularize and apply advanced technologies, and improve the management level of urban environmental sanitation. Eighth city, county (city, district) people's government, town (township) people's government (street offices) and organs, organizations, enterprises and institutions, schools, communities, neighborhood committees, etc. Publicity and education on environmental sanitation should be strengthened, and news media such as radio, television, newspapers and the Internet should strengthen environmental sanitation publicity and public opinion guidance, so as to enhance citizens' consciousness of consciously safeguarding urban environmental sanitation.

Advocate and encourage residents' (village) meetings and owners' meetings in residential areas to formulate and maintain environmental sanitation management regulations in this region, mobilize residents' (village) and owners to actively participate in environmental sanitation management, and create and maintain a clean and beautiful environment. Article 9 All units and individuals shall consciously safeguard urban environmental sanitation, and have the right to dissuade and report acts that damage urban environmental sanitation and environmental sanitation facilities.

City and county (city, district) people's governments shall establish a system of reporting, complaining, handling and feedback on urban environmental sanitation. Tenth city, county (city, district) people's government, town (township) people's government (street offices) should protect the legitimate rights and interests of sanitation personnel, and gradually improve the working and living conditions of sanitation personnel. Any unit or individual shall respect the work of sanitation personnel and shall not hinder or obstruct the work of sanitation personnel. Eleventh people's governments at all levels in this Municipality shall give awards to units and individuals that have made remarkable achievements in urban environmental sanitation work. Chapter II Management and Maintenance of Environmental Sanitation Article 12 The system of responsible areas and responsible persons shall be implemented in the management of urban environmental sanitation, and the responsible areas and responsible persons shall be determined in accordance with the following provisions:

(a) urban environmental sanitation facilities such as urban roads (bridges), underground passages, pedestrian bridges and other public areas, public toilets, garbage transfer stations, etc., shall be in the charge of environmental sanitation management institutions or neighborhood offices and town (township) people's governments;

(two) the implementation of property management in residential areas, by the property service enterprises; Property management is not implemented, and the neighborhood (village) committees are responsible for it;

(three) organs, organizations, troops, enterprises and institutions, which are responsible for it;

(four) culture, sports, entertainment, leisure, catering, accommodation, sightseeing, commerce and other public places, as well as airports, stations, docks and various parking lots, by its management;

(five) the planning scope of rivers, lakes, wetlands and coastal areas shall be the responsibility of the management unit;

(six) all kinds of engineering construction sites and outdoor workplaces are the responsibility of the construction unit, and the construction land to be built is the responsibility of the right holder or the management unit;

(seven) temporary occupation of roads or public places, by the occupier.

The responsible area and responsible person are unclear or controversial, which shall be determined by the county (city, district) urban management administrative department; Cross county (city, district), determined by the municipal administrative department of urban management. Thirteenth responsible person shall designate a person to clean, keep the environment clean and tidy, and keep the sanitary facilities in good condition.

The roads and squares in the central city should be cleaned regularly, and the first cleaning operation every day should be completed before 7: 00 in summer and 7: 30 in winter, and 24-hour dynamic cleaning should be implemented.
