Property fees do not include elevator fees and garbage fees.

According to the Regulations on Property Management and the Measures for the Administration of Property Service Fees, the property service fees mainly include the following aspects:

1, salary of managers, social insurance and welfare expenses drawn according to regulations, etc.

4, the property management area greening maintenance costs;

According to the above regulations, the elevator fee and garbage fee are not included in the property service fee. So the property fee does not include elevator fee and garbage fee.

Article 34 of the Regulations on Property Management: Property service enterprises shall provide corresponding services in accordance with the provisions of the property service contract. The realty service enterprise fails to perform the realty service contract, causing personal and property safety damage to the owner, and shall bear corresponding legal responsibilities according to law. Therefore, the owner shall not refuse to pay the property fee at will.
